Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR Part 13 procedures will be utilized.(ii) Solicitation W50S9F-23-Q-0009 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 02 June 2023, and Defense Acquisition Circular DPN 20230525, effective 25 May 2023. (iv) This RFQ is solicited as 100% Small Business set-aside. The NAICS code is 562910 with a small business size standard of $25M. (v � vii) Description of Requirement The 115th Fighter Wing, Wisconsin Air National Guard (WIANG), has a requirement to clean-up and restore a specific site within the area of the Hiawatha National Forest located in Delta County, Michigan Upper Peninsula, in accordance with current environmental laws and the U.S. Forest Service. The purpose is for the government to obtain �Certificate of Completion� or �No Further Action� response from the Michigan Department of Environmental, Great Lakes and Energy (MI-EGLE) and restore the site to natural conditions to the satisfaction of the United States Forest Service (USFS). See the Performance Work Statement for all requirements. The government intends to award one base period from 01 July 2023 through 01 March 2024 and three 30-day option periods, and options are not guaranteed to be exercised. A firm fixed price contract award is anticipated. A site visit will not be offered; see section (xv) Instructions to Offerors for details on visiting the site. The following line items are anticipated:��� Line Item; Description/Quantity Item 1: Base Remediation Service, 1 EACH. Includes approximately 700 cubic yards of contaminated soil removal, sampling, analysis, contamination removal, and site restoration. Period of Performance: 01 July 2023 � 01 March 2024 Place of Performance and Acceptance: Delta County, MI. See Figure 1 in Remedial Investigation Report: Aircraft Mishap Site Hiawatha National Forest Delta County, Michigan Project: XGFG212004 for the exact location of the site. Item 2: Final Report Portfolio, 1 EACH. Delivery Date: 16 March 2024 Delivery and Acceptance Location: Electronic Submission to COR. Item 3 (Option 1): Removal of Additional Soil, 1 EACH. Includes approximately 120 cubic yards of contaminated soil removal, sampling, analysis, contamination removal, and site restoration. Period of Performance: 02 March 2024 - 01 April 2024 Place of Performance and Acceptance: Delta County, MI. See Figure 1 in Remedial Investigation Report: Aircraft Mishap Site Hiawatha National Forest Delta County, Michigan Project: XGFG212004 for the exact location of the site. Item 4 (Option 2): Removal of Additional Soil, 1 EACH. Includes approximately 120 cubic yards of contaminated soil removal, sampling, analysis, contamination removal, and site restoration. Period of Performance: 02 April 2024 � 02 May 2024 Place of Performance and Acceptance: Delta County, MI. See Figure 1 in Remedial Investigation Report: Aircraft Mishap Site Hiawatha National Forest Delta County, Michigan Project: XGFG212004 for the exact location of the site. Item 5 (Option 3): Removal of Additional Soil, 1 EACH. Includes approximately 60 cubic yards of contaminated soil removal, sampling, analysis, contamination removal, and site restoration. Period of Performance: 03 May 2024 � 02 June 2024 Place of Performance and Acceptance: Delta County, MI. See Figure 1 in Remedial Investigation Report: Aircraft Mishap Site Hiawatha National Forest Delta County, Michigan Project: XGFG212004 for the exact location of the site. This requirement is subject to the Service Contract Labor Standards. See the attached wage determination. (viii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, is not included in this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Determination of best value will include an evaluation of price, technical capability, and past performance. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. (x) The offeror must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications - Commercial Products and Commercial Services (DEVIATION 2023-O0002) and FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with a quote or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Any additional clauses cited in FAR 52.212-5 are listed in section xiii and attachment �Applicable Provisions and Clauses�. (xiii) The following additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition: Award will be made to the offeror who represents the best value to the Government as outlined IAW the criteria set forth within the solicitation (Section ix). No contract award will be made until appropriated funds are made available. This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Governments intent to make award. This is not a commitment of funds or contract award. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF). Additional required provisions and clauses are listed in the attachment �Applicable Provisions and Clauses�. (xiv) DPAS Rating does not apply to this acquisition. (xv) Quotes must be received no later than the time and date indicated on this RFQ. Quotes must be emailed to the primary point of contact shown. It is your responsibility to make sure your quote is received. Instructions to Offerors: 1. Quote in response to this solicitation must include: a. The Offeror�s Unique Entity Identifier (UEI) and CAGE. b. Pricing for each line item in section v-vii. If the contract is awarded, the Government may unilaterally exercise the option at the quoted price within the agreed-upon timeframe. c. Technical description detailing the plan to complete this requirement and qualifications. d. Past performance information including contract numbers and points of contact. e. Reference RFQ W50S9F-23-Q-0009 2. Quotes must be valid until 30 September 2023. 3. It is the interested Offeror�s responsibility to check Contract Opportunities on SAM.gov for updated information. 4. A site visit will not be offered. Interested vendors may visit the site if desired. If your quote includes large attachments. more than 10 mb, email the POC to receive a link to upload the files. Failure to do so may mean that your quote will not be received. (xvi) All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ.
