Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Hamilton Sundstrand Corporation dba Collins Aerospace, Windsor Locks, CT, for engineering, research and development, and site support services to troubleshoot, repair, sustain, upgrade, and modernize submarine life support and ventilation systems.� The Government intends to make an award prior to the 2nd quarter of fiscal year 2024. This requirement is for engineering, research and development, and site support services to troubleshoot, repair, sustain, upgrade, and modernize the following fielded systems: Gas Management System (GMS), Integrated Low Pressure Electrolyzer (ILPE), Advanced Integrated Low Pressure Electrolyzer (A-ILPE), Low Pressure Electrolyzer (LPE), and the Electrolytic Chlorine Generator (ECG) for undersea vehicle electrolyzers. Contractor support is required to provide the necessary technical expertise, technical personnel mix and support for submarine air revitalization, air monitoring, oxygen generation, and ventilation for Hull, Mechanical and Electrical (HM&E) systems onboard the U.S. Navy�s Columbia, Los Angeles, Ohio, Seawolf, and Virginia Class Submarines.� This is part of a follow-on procurement for this requirement. Pursuant to 10 U.S.C 2304(c)(1), Collins Aerospace is the only responsible source capable of fulfilling the Navy�s requirements for the specified effort.� The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� Interested parties, however, may identify their interest and capability by responding to the requirement.� The Government will consider all information received prior to the closing date of this synopsis.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.�� Responses shall be made in writing by E-mail to the attention of Contract Specialist, Stephen Green, using the contact information provided in this synopsis.� The Product Service Code (PSC) for this effort is R425.
