- *****Amendment 0004 to the RFP is hereby issued and attached for download***** *****Amendment 0003 to the RFP is hereby issued and attached for download***** *****Amendment 0002 to the RFP is hereby issued and attached for download***** *****Amendment 0001 to the RFP is hereby issued and attached for download***** The Smithsonian Institution is seeking offers to furnish and install Collections Storage Equipment for Pod 6, located at the Smithsonian Institution's Museum Support Center, 4210 Silver Hill Road, Suitland, Maryland 20746, as described herein and the Contract Documents, including, without limitation, in the Specifications and Drawings for SF Project No. 1630102 both dated January 13, 2022, and January 11, 2023, respectively. Offerors are required to demonstrate satisfaction of the minimum qualifications for this contract set forth in Section L below in order to be considered for this award. Submission instructions and requirements are set forth in Section L. Evaluation factors for qualifying offerors are set forth in Section M below. Upon the receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a fixed price construction contract. The Smithsonian currently estimates the Project Magnitude to be over $10M. The Period of Performance for the Contract is 664 calendar days from the Notice to Proceed. It shall be the responsibility of the contractor to immediately notify the Smithsonian Institution, if the target dates and proposed packages of work described herein adversely affect the Contractor�s Critical Path Schedule (also refer to throughout this RFP as the Progress Schedule) for the final completion date of this project. Contractors may propose an alternate schedule which illustrates the completion of the project in advance of the completion date, for review by Smithsonian in accordance with the terms of the contract. This Request for Proposal (RFP) is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for technical and cost review and consideration by the Smithsonian Institution. This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein. The Smithsonian may cancel this RFP without prior notice. PROJECT DESCRIPTION Background The Smithsonian Institution�s (SI) collections storage presence at the Suitland Collections Center (SCC) began in 1952. In 1983 the Museum Support Center (MSC) was added and consisted of four storage pods. Pod 5 was added at the east end of the MSC in 2007. The MSC also provided a circulation spine, referred to as the �Street�, research labs, office space, a central utility plant, a loading dock and other support spaces. In 2011, SI began a detailed project with Ayers Saint Gross to identify and strategically address the pan- Institutional collections space needs throughout their 2.1 million square feet of collections space at more than 35 properties. In 2014, the Collections Space Framework Plan (CSFP) was issued as a planning initiative that holistically looks at the Smithsonian�s collections space, future needs and management strategies to ensure its collections are preserved and remain accessible for current and future generations. Consequently, in looking to expand their investment and to plan for growth more holistically, SI commissioned the Suitland Collections Center Master Plan. Recently completed in 2020 the Master Plan incorporated redeveloping SCC and included the addition of Pod 6 on the west side of the existing MSC facility. The construction of the three-story Pod 6 will allow SI to house collections from the Hirshhorn Museum (HMSG), the National Museum of Natural History (NMNH), National Museum of American History (NMAH) and National Postal Museum (NPM) with the goal of relocating collections at high risk due to the condition of existing space and preserve existing adjacencies at MSC while reducing the number of off-site storage locations. Summary of Work As set forth in the Drawings and Specifications included herewith, the work includes, but is not limited to (i) Early fabrication & delivery of high density mobile storage system rails and rail covers for concurrent installation with General Contractor concrete pour. Material to be onsite in coordination with General Contractor�s concrete placement schedule currently scheduled for September 1, 2023. Fabrication, delivery, and installation of pallet racks, high density mobile storage systems, and museum storage cabinets. Critical Elements of the Work: The successful Contractor shall be fully qualified to install critical elements of the Work.
