Notice of Intent to Sole Source HT941023N0056 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for boiler maintenance and repair services in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: R.F. MACDONALD CO. 25920 Eden Landing RD Hayward, California 94545-3816, United States The North American Industry Classification System (NAICS) code for this requirement is 811310 � Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; the business size standard is $19,000,000. The Product Service Code (PSC) is Z2NE � Repair or Alteration of Water Supply Facilities The objective of this sole source award is to procure non-personal services to repair the boiler at US Naval Weapons Station China Lake. The anticipated period of performance is for one year from the date of award. Objectives: � Set up job, locking out and tagging out all related electric motors. Securing boiler, checking valves, etc� as necessary to perform work safely. � Conduct Job Safety Audit in accordance with R.F. MacDonald Co. Safety Policy. � Remove head plates and prepare for tube replacement. � Remove front access door to expose fire box to protect the burner. � Cut out and remove � 53 copper -- defective tubes from boiler, remove from job site and dispose of properly. � Clean, flush and re-seal controls and close up using new gaskets. � Provide and install new 53 American Made, .105 wall ASTM-SA178 (USA) boiler tubes. � Roll new tubes in both front and rear tube sheets. � Installed waterside head plates with new gaskets. � Perform tune up on Ajax boiler. � Check flame safeguard control for pilot and main flame ignition, detection, and proper lockout. � Check operation of pump motor and control circuitry. Run amp check to verify motor is in tolerance and document. Lubricate motor bearings when applicable. � Check operation of gas valves and vents. � Check operation and adjust boiler operating temperature limit controllers and running interlocks, adjust for correct temperature settings and minimal burner cycling. � Check burner, pilot and main flame ignition. Also, verify and calibrate for smooth and reliable light. The work shall be performed at: US Naval Weapons Station China Lake 429 E. Bowen Road China Lake, CA, 93555 Based on market research, R.F. MACDONALD CO. is the only source that can meet the Government�s minimum requirements to repair the boiler at US Naval Weapons Station China Lake to working order, to include preventative maintenance, parts replacements, repairs, any necessary modifications/updates, and access to technical support via telephone during working hours. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for US Naval Weapons Station China Lake. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
