- Update 27 June 2023: The purpose of this update is to issue Amendment 0007 to Solicitation�W52P1J-19-R-0142 which incorporates two clause updates.� Update 03 May 2023: The purpose of this update is to issue Amendment 0006 to Solicitation�W52P1J-19-R-0142 which incorporates administrative changes to the solicitation.� Update 09 December 2022:� The purpose of this update is to issue Amendment 0005 to Solicitation W52P1J-19-R-0142 which extends the solicitation closing date to 12 December 2022.� Update 05 December 2022: The purpose of this update is to issue Amendment 0004 to Solicitation W52P1J-19-R-0142 and to provide an addition questions and answers. Update 29 November 2022: The purpose of this update is to issue Amendment 0003 to Solicitation W52P1J-19-R-0142 and to provide an addition questions and answers. Update 22 November 2022: The purpose of this update is to issue Amendment 0002 to Solicitation W52P1J-19-R-0142. Update 16 November 2022: The purpose of this update is to provide an additional question and answer. Update 15 November 2022: The purpose of this update is to provide additional questions and answers. Update 27 October 2022: The purpose of this update is to issue Amendment 0001 to Solicitation W52P1J-19-R-0142. In addition to the amendment, this update provides additional questions and answers.� All questions regarding this solicitation shall be submitted to Mr. Jacob Harrison at jacob.t.harrison15.civ@army.mil and Mr. Ben Gillen at benjamin.j.gillen.civ@army.mil.� Update 07 October 2022: The purpose of this update is to provide questions and answers. 30 September 2022: The Army Contracting Command-Rock Island (ACC-RI), on behalf of the�Project Director Joint Services and the Joint Munitions Command, hereby issues solicitation W52P1J-19-R-0142 for the production of explosives and the operation and modernization of the Holston Army Ammunition Plant (HSAAP) beginning in calendar year 2024. HSAAP is a Government-Owned, Contractor-Operated facility located in Kingsport, TN that produces Research Development Explosive (RDX), High Melting Explosive (HMX), and Insensitive Munitions Explosive (IMX). In addition to the production of RDX, HMX, and IMX explosives, the operating contractor will be required to operate and modernize equipment and facilities, and provide numerous base support operations (e.g., environmental, fire protection, safety, security). This procurement is restricted to the U.S. or its outlying areas. The closing date for proposal submission is 5:00 pm CST on 09 December 2022. The Government is contemplating a 4th facility tour the week of 30 October to support proposal development under this solicitation. Please refer to the facility tour announcement made under W52P1J-19-R-0142 Special Notice titled Facility Tour #4 for more information.
