- National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) plans to re-open and request proposals under the On-Ramp provision of the Rapid Spacecraft Acquisition IV (Rapid IV) contracts. The Rapid IV contracts serve as a rapid and flexible means for the Government to acquire spacecraft and related components, equipment and services in support of the scientific and technology missions of the GSFC, NASA, and other Federal Government agencies.� Under the contract, Rapid IV contractors offer spacecraft and related services to be purchased via Government placed Delivery Orders (DO). �The spacecraft designs, related items and services may be tailored, as needed, to meet the unique needs of each mission, which may include a commercial spacecraft via the inherited items process. The Scope of Work encompasses all the required effort from receipt of a Rapid IV DO for a specific mission, through the development, shipment, launch and on-orbit checkout and acceptance of the spacecraft. The Rapid IV contract includes an �On Ramp� feature, which allows for the original solicitation to be periodically re-opened to give new vendors the opportunity to propose flight proven spacecraft designs. �On Ramps also give vendors already awarded a Rapid IV contract the opportunity to propose additional flight proven spacecraft designs and/or update their existing catalog designs. The range of possible NASA missions is broad in scope, type, and size. Potential missions (e.g. Landsat Next; Atmosphere Observing System � Polar (AOS-P); Atmosphere Observing System � Incline (AOS-I); NOAA Near Earth Orbit Network (NEON) program and others are considering using the Rapid IV contract to procure spacecraft. Therefore, the Rapid IV contract seeks heritage spacecraft buses of various sizes, capabilities, lifetimes, orbit use and mission suitability, to be ready to support a variety of mission needs quickly. On or about August 2023, NASA/GSFC will officially announce the On-Ramp III under Rapid IV contracts, with proposals due approximately 30-45 calendar days after the announcement.� Proposals received in response to On-Ramp III, shall be subjected to the same evaluation procedures as the Rapid IV RFP Solicitation No. 80GSFC19R0016.� The entire Rapid IV RFP, including proposal evaluation procedures, may be obtained from the Rapid Spacecraft Development Office (RSDO) website, https://rsdo.gsfc.nasa.gov, under the �Rapid IV RFP� menu option. This synopsis shall serve as the pre-solicitation notice for the Rapid IV On-Ramp III RFP. �The solicitation and any documents related to this procurement will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates NASA Far Supplement (NFS) Clause 1852.215-84, Ombudsman, is applicable. �The current installation Ombudsman can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf. All responsible sources may submit an offer, which shall be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. �It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). �Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). �All contractual technical questions must be submitted in writing via e-mail. �Telephone questions will not be accepted. Prospective offerors shall submit a written response of their intent to submit a proposal to the Contracting Officer via e-mail within 30 days.
