Description
The Department of Veterans Affairs Western New York Healthcare System located at 3495 Bailey Avenue, Buffalo, NY 14215 has a requirement to upgrade all Pyxis Medstations to a Windows-supported operating system. The current units run a Windows 7 operating system. This is a Combined Synopsis Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Interested Contractors that respond to this Combined Synopsis Solicitation must provide evidence that they are able to meet all the requirements identified herein. This requirement is being solicited unrestricted. The proposed contract action is for supplies for which the Government intends to solicit competitive offers to award a firm fixed price contract. Interested Contractors may submit offers, and all eligible offers received prior to the date listed in SAM.gov shall be considered by the Government. The NAICS code for this requirement is 339112 and the size standard is 1000 Employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03. Only emailed proposals received directly from the offeror shall be considered. Title: VA Western New York Healthcare System (VAWNYHS) procurement of an operating systems upgrade for all Pyxis Medstations at VAWNYHS. Background: The VAWNYHS, as per HTM program office, requirement must upgrade all Pyxis Medstations to a Windows-supported operating system. The current units run a Windows 7 operating system and despite this still being OEM supported, it cannot receive vulnerability patches and updates produced by Windows. If this system were to be compromised, it would directly impact patient care by degrading the efficiency with which medication can be delivered. Scope: The scope of this procurement is to ensure the effective provision of medication to the patients of the VAWNYHS. To warrant this can continue for the foreseeable future, the Medstations which control inventory of these medications must be running an operating system that can be updated, patched, and remediated in response to cyber-security vulnerabilities. Specific Tasks: The proposed purchase will include a new internal computer system to be installed to be compatible with the upgraded operating systems. This will be installed on the following units: Twenty-eight (28) Pyxis Medstation ES Seveteen (17) Pyxis Anesthesia System ES All systems must be running Windows 10 LTSC 2021 (version 21H2) after the upgrade is complete. All MAC addresses of new network interface cards must be provided at least one week before delivery so they can be whitelisted, if these are to change as part of upgrade. Network scheme must remain the same despite hardware changes. VAWNYHS HTM can provide the current network scheme as needed. All systems must be configured for automatic updates from the VA HTM MDUS server during configuration. This will be coordinated by VAWNYHS and vendor technicians. All systems must have VA SMAK toolkit installed for device reporting during configuration. This will be coordinated between VAWNYHS HTM and vendor technicians. All equipment must be configured and ready for patient use at acceptance of delivery. This includes all necessary electrical safety testing and performance verification service reports being provided to VAWNYHS HTM. Additional Biomedical Engineering Requirements: The offering vendor shall provide warranty against defects and non-abuse failures for one (1) year from acceptance of delivery of equipment. Device design should prevent misinterpretation of displays and control settings. The controls (i.e., switches, knobs, etc.) should be visible and clearly identified, and their functions should be self-evident The offering vendor certifies that the proposed equipment shall withstand normal hospital power interruptions, including generator testing, without manual intervention and that normal device operation will be restored automatically, without loss of data, once power is restored. The offering vendor shall specify and provide power conditioning if required. The offering vendor shall confirm that the performance of the proposed patient equipment shall not be affected by EMI radiated or conducted through the power lines from another device. The offering vendor shall provide a listing of all Recalls, Safety Alerts, and Field Engineering Change notices pertaining to the proposed equipment over the past 24 months. Cleaning and disinfecting protocols for the proposed equipment shall be provided and demonstrated to staff by the offering vendor. A list of acceptable cleaning and disinfecting chemicals shall be included with the purchase of the proposed equipment. The offering vendor shall provide two copies of all service literature, including any necessary service and maintenance software, keys, and or passwords (in accordance with: 21-CFR 820.170(a), NFPA99 (2012 edition) Chapter 10.5.3, VAAR 852.211-70, and the VA NAC AS3000 clause) for PIC iX Rev. C. The offering vendor shall provide onsite clinical user education/training for applicable clinical staff. Clinical Education should include all shifts/work hours for each department (this includes standard shifts and overtime shifts). Clinical Education should be coordinated with the VA Education Department and Nurse Managers of each department. 4.9 Records Management language to be included in all contracts: Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format (paper, electronic, etc.) or mode of transmission (email, fax, etc.) or state of completion (draft, final, etc.). No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. Performance Monitoring: Contact with the vendor will continue after the equipment is purchased and setup to ensure systems are working correctly. Biomedical Engineering will ensure all hardware and software is setup correctly and working properly as part of the acceptance process. Security Requirements: The offering vendor shall comply with VAWNYHS rules concerning entering and working within the requested department s environment. The offering vendor shall work with VAWNYHS Biomedical Engineering and the end users to schedule equipment installation and implementation. Inspection and Acceptance Criteria: Biomedical Engineering will ensure all hardware and software is setup correctly and working properly as part of the acceptance process. Biomedical Engineering will consult with the end users about any potential issues before completing the acceptance process. A signed service report that verifies system is validated, ready for use, must be presented to Biomedical Engineering before acceptance.
