Reference: DEVCOM SC Broad Agency Announcement W911QY-20-R-0022 Objective: This Request for Concept Papers is in accordance with Section (II) of the U.S. Army Contracting Division, Natick Contracting Broad Agency Announcement (BAA) for Basic and Applied Research, Solicitation Number W911QY-20-R-0022. It is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for the information solicited. This Request for Concept Papers is in compliance with the DEVCOM SC Broad Agency Announcement (BAA) W911QY-20-R-0022. The Combat Capability Development Command � Soldier Center (CCDC-SC), located in Natick Massachusetts is seeking concept papers in the area of interest (Combat Feeding � Combat Feeding Equipment & Systems) relating to the design and assembly of triboelectric nanogenerator architectures, with or without the addition of other supplementary energy harvesting technologies, which can be integrated with current military ration packaging to serve as an energy source for heating and/or thawing rations in the field. Background: The Government (DEVCOM Soldier Center) is seeking concept papers for developing energy harvesting architectures including triboelectric nanogenerator (TENG) technologies utilized alone or in combination with other energy harvesting technologies, for use in tertiary packaging materials, such as pallet wrap. Harvesting capacity of the technology shall be in the range of 300-600kJ and designed for compatibility and integration with polyolefin pallet wraps, which cover a pallet with dimensions of 49""L x 41""W x 49""H, and a weight of 1,000lbs.� These energy harvesting constructs will be employed to heat or thaw rations in the field and shall be designed to withstand environmental extremes of -20 to 120oF. Description: DEVCOM SC seeks potential technologies or capabilities pertaining to energy harvesting technologies, including triboelectric nanogenerators. �See below for additional characteristics. Characteristics: Design an energy harvesting architecture that utilizes triboelectric nanogenerator technology, alone or in combination with supplementary harvesting technologies, to harvest energy during storage, distribution, and end-use of ration packaging.� Energy harvesting architectures shall use materials, geometries and structures that maximize energy generation during military�s logistical chain, which could include shipment by air, ground and sea. Harvesting capacity of the full energy harvesting construct shall be in the range of 300-600kJ Energy harvesting architectures shall be designed for compatibility and integration with polyolefin pallet wraps, which cover a pallet with dimensions of 49""L x 41""W x 49""H, and a weight of 1,000lbs. Energy harvesting architecture shall be designed to withstand environmental extremes of -20 to 120oF Energy harvesting architectures will be provided to DEVCOM SC to test the performance of the energy harvesting architectures under simulated distribution and transportation and storage at temperatures ranging from -20 to 120oF and 50-100% relative humidity. Several iterations of the architecture shall be required to improve upon performance and durability.� Incorporate optional feature that allows for thermal sensing/signaling to monitor and/or display temperature exposure throughout distribution and storage. Performance Objectives: Concept papers shall be submitted to the following email address: shawn.p.haubner.civ@army.mil Concept papers should be limited to three pages, and include the following: 1. A description of the relevant technology including supporting data (when available), the scope of the concept�s effort including a high-level Work Breakdown Structure (WBS), and a description of the submitter�s research, development, manufacturing, past performance, or other special qualifications. 2. The concept paper should indicate the TRL level of the design if applicable. 3. The concept paper must also include a projected cost for the efforts described in the concept paper. Administration: The Government will retain comments and information received in response to this Request for Concept Papers. Proprietary information should be identified as Company Proprietary. Do not use Government security classification markings. All written responses must be received by 12:00PM EST on�July 11, 2023. Responses should be sent by e-mail to: shawn.p.haubner.civ@army.mil with Subject Line of Responding Organization and Concept Paper Title. Material that is advertisement only in nature is not desired.
