Description
The U.S. Citizenship and Immigration Services (USCIS) Office of Information Technology (OIT), Identity, Records & National Security Delivery Division (IRNSDD) has a requirement for information regarding contractor-provided Development, Security and Operations (DevSecOps) teams, specifically with a focus in broad spectrum Software and Information Technology engineering services. These services will be provided to build, enhance, and support systems in large cloud environments, specifically Amazon Web Services (AWS), but potentially other cloud environments as well, such as Microsoft Azure or Google Cloud. Information is requested detailing your companys capabilities and experience in delivering agile practices, leveraging a micro-services approach, using a Continuous Integration/Continuous Delivery Pipeline and Open Source tools and software libraries. IRNSDD provides a broad spectrum of technical support to the USCIS Immigration Records and Identity Services (IRIS) Directorate, Verification Division (VER) business portfolio. VERs two primary programs operate in a fast-paced, politically visible environment with frequent changes in policy, process, and technical requirements. These high-profile, high-volume products include: E-Verify E-Verify is a service that supports the U.S. economy and employers ability to hire employees and ensure a legal workforce. It provides electronic employment authorization of newly hired employees to participating employers as well as some current employees assigned to certain qualifying federal contracts Over 1 million employers have enrolled with over 250K actively using E-Verify Processes over 45 million transactions annually SAVE Provides fast, secure and reliable immigration status information to assist benefit-granting agencies in their decision making. The use of SAVE is predominantly required by federal, state, and local municipality law. More than 1,200 benefit granting agencies are registered to use SAVE and the system processed 17 million transactions last fiscal year, with volume typically growing each fiscal year IRIS/VER partners with IRNSDD to continuously challenge the status quo and focuses on leveraging and optimizing innovative information technology to improve the accuracy of data and matching, as well as to make improvements that result in a higher volume of real-time automated responses to users. The primary purpose of this RFI is to identify sources that currently have staffing capabilities, past performance and technical experience that can meet the Governments requirements to deliver critical software engineering services using the USCIS processes documented here.
