THIS IS ONLY A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES. NO FORMAL REQUIREMENT IS DEFINED OR ESTABLISHED. NO ADDITIONAL INFORMATION IS AVAILABLE.? REQUEST FOR INFORMATION Human Electro-Muscular Incapacitation Device 1.0 Description 1.1 This is a Request for Information (RFI) only. The purpose of this RFI is to gain knowledge of interest, capabilities and qualifications of various members of industry. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ) or intent to issue a RFQ in the future. This RFI does not commit the Government to contract for any service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; therefore all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in a future RFQ, if one is issued. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offeror to monitor www.SAM.gov for additional information pertaining to this requirement. 2.0 Background 2.1 The 773rd Enterprise Sourcing Squadron (773 ESS) is seeking sources and information for the contemplated award of a Human Electro-Muscular Incapacitation Device. The Air Force Security Forces Center is seeking to procure next-generation Human Electro-muscular Incapacitation (HEMI) devices to conduct an operational utility assessment (OUA) supporting the Joint Intermediate Force Capabilities Office and the Department of Defense Joint Non-Lethal Weapons Program.� A next-generation HEMI device is a system comprised of a handle, power source, and cartridges, capable of firing electrified probes that impale a target and use electric current to disrupt an individual's somatic nervous system.� By disrupting an individual's somatic nervous system, vital life-supporting functions like respiration, cardiovascular circulation, and brain activity continue to operate normally, while control of voluntary muscle movements is disrupted.� This allows responding personnel to subdue violent or physically non-cooperative individuals, while minimizing the risk of significant injury or death to personnel in the immediate vicinity.� As an additional layer of safety, velocities associated with these probes ensure they pierce the skin without fully penetrating or perforating the target like projectiles associated with traditional military ammunition. A list of Salient Characteristics will also be attached for review. The anticipated 2022 North American Industry Classification System (NAICS) code for this acquisition is 339999 All Other Miscellaneous Manufacturing. 3.0 Requested Information 3.1 773 ESS is seeking responses to the questions listed below as well as feedback on the attached Salient Characteristics. Please provide your responses on company letterhead to the point of contact (POC) identified at the end of this RFI: Please provide the name, address, DUNS and/or UEI and CAGE Code of your company. Identification of business size and whether currently designated as a Small Business as defined in the Federal Acquisition Regulation Part 19.1, and the appropriate categories (small business, small disadvantaged business, 8(a), service disabled veteran-owned small business, veteran-owned small business, woman-owned small business, HUB zone, minority-owned, etc.). Please highlight your capabilities for the following: Brief description of services provided by your company. Whether your company can or cannot provide the product listed in the Salient Characteristics. If the Government were to issue a solicitation, would your company submit a proposal? If no, why not? 4.0 Responses Responses are due to this RFI by 3:00 P.M.
