- Synopsis:� Notice of Intent to Award a Sole-Source Contract Announcement Number: NC-NP0000-23-01274 Project Title: Orthoimagery of the eastern side of Puerto Rico, Isla Culebra, Isla de Vieques, St Croix, St John and St Thomas U.S. Virgin Islands The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM)-Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Hexagon US Federal, for orthoimagery of the eastern side of Puerto Rico, Isla Culebra, Isla de Vieques, St Croix, St John and St Thomas U.S. Virgin Islands. This detailed mapping data will provide important information on the current conditions, and changes that are occurring, in the coastal areas of the United States. This information is used to assess urban growth, map and inventory wetlands, delineate wildlife habitat, determine changes in land cover over time, and more. This information is derived from the analysis of high resolution, multispectral orthoimagery. The North American Industry Classification Code (NAICS) for this acquisition is 334111, Electronic Computer Manufacturing, with a business size standard of 1,250 employees. Sole Source Justification NOAA is seeking 30-cm orthoimagery that was acquired for the eastern side of Puerto Rico, Isla Culebra, Isla de Vieques, St Croix, St John and St Thomas U.S. Virgin Islands. All of this imagery data would have been acquired in 2019 and 2020. This data should be provided in GeoTIFF format, and should be accompanied by the appropriate FGDC-compliant metadata. Orthoimagery should be 30-cm in resolution. Hexagon is the only company that flew imagery of this geography for this specific timeframe. For this reason they are the only company that can provide access to the requested data. While other image sources may be available, they would vary in terms of acquisition timing and quality to an extent that they would not be useful or consistent with the mapping products that NOAA seeks to develop. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to rebecca.johnson@noaa.gov.� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
