NOTICE OF INTENT FOR A SOLE SOURCE AWARD TO NORTHWEST NATURAL GAS COMPANY FOR NATURAL GAS UTILITY SERVICES This is a Special Notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.201, Synopses of Proposed Contract Actions, to verify that there remains only one source to provide natural gas utility services in Portland, Oregon. The Government hereby submits a notice of intent to award a sole source firm fixed-price GSA Federal Supply Schedule (FSS) task order for natural gas utility services to the only known source that can provide these services.� NAVFAC Northwest intends to negotiate/award a firm-fixed priced ten-year utility contract for natural gas services on a sole source basis with Northwest Natural Gas Company. The services will be provided to the Naval Marine Corporation Reserve Training Center (MCRTC), Portland, Oregon. � The total estimated value is $1,000,000 for the entire 10-year period. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-1(d)(1) for the aforementioned requirement based on the application of FAR 8.405-6(c). Responses to this notice must demonstrate clear and convincing evidence that there are other utility sources for natural gas utilities in the Portland, Oregon location that would result in competition being advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of acquiring natural gas utility services The contractor is Northwest Natural Gas Co, 250 SW Taylor St, Portland, OR 97204-3028, for natural gas utility services. The intent is to provide natural gas service to MCRTC. This contract action is critical as it will allow for uninterrupted natural gas service for MCRTC in support of the military training facility. This acquisition is conducted pursuant to the authority of FAR 8.405-6. The determination not to compete this proposed action is solely within the discretion of the Government.� �Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.� �The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotations. No solicitation package is available. Any responses to this notice must be received no later than 8:00 AM Pacific Standard Time, Friday, July 21, 2023.
