Description
Special Notice: Electronic Warfare Test (EWT) Hardware in-the Loop Test Enhancements (HWILTE) prototype Project. Contract Number: W900KK-23-9-0001 SAM Unique Entity ID: LDMMF472BB93 On 27 June 2023, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the�HWILTE prototype project. A Request for Solutions for these efforts was issued through BIDS on 9 January 2023, which resulted in the submittal of 6 total responses. As a result of the competition, the prototype project was awarded�to Advanced Technology International as the managing prime to the one sub-vendor: 1) Peraton Labs, located in Basking Ridge, NJ. The total value of this prototype project is $9,919,865.39 (Which includes a Management Fee). The EWT HWILTE Prototype Project will support the gap identified by the United States Communications-Electronics Command (CECOM) Software Engineering Center (SEC) Army Reprogramming Analysis Team (ARAT) in their HWIL test environment. The CECOM SEC ARAT program office (PO) is responsible for developing, testing, delivering, and sustaining mission software for Electronic Warfare (EW) Aircraft Survivability Equipment (AES) systems in support of military operations. As the Electronic Battlespace rapidly grows and changes, it has become clear that all Services must continue to enhance their software solutions that drive Hardware In-The Loop (HWIL) laboratory test environments in order to streamline delivery of mission critical software; and surpass the pace of Peer and Near-Peer Countries performing a similar mission. The Army has identified specific areas of enhancement where applying modern software techniques and industry advancements to include Machine Learning (ML) will positively affect cost, schedule, and performance of mission software developed in a laboratory HWIL test environment. Attaining these enhancements will drive down HWIL test timelines while enabling the ability to closer emulate a live test range event increasing confidence in mission software performance prior to and during live range testing. This capability provides a lab and field based risk reduction for operational readiness. Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
