Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to award a firm-fixed priced, sole source, contract to 1DTS, LLC, 205 Van Buren Street, Suite 120, Herndon, VA 20170-5336, under the authority of 41 USC 1901, as implemented in FAR 13.501(a), sole source under the authority of simplified procedures for certain commercial items. The purpose of this requirement is to expand upon the work already completed by 1DTS, LLC. This includes refining reporting, expanding capabilities, and full integration of USAMRIID�s financials and ancillary data into an easily accessible data management platform. The end state is to continue the complex support and expand the use of Army Vantage within USAMRIID in accordance with their reporting requirements and mission needs.1DTS, LLC has already completed a substantial amount of work involving unique coding and the complexities of multiple systems interfaces. There are numerous vendors available in the open marketplace that perform these types of services; however, the coding and complexities of multiple systems interfaces that have been created by the vendor would make it near impossible to reverse engineer by a new vendor. For the reasons stated above, 1DTS, LLC is determined to be the only vendor capable of providing these services.
