Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), to issue sole source, firm-fixed priced (FFP) solicitation HT9425-23-Q-0097 for an eegPACK Telemetry System to emka Technologies, 21515 Ridgetop Circle, Suite 220, Sterling, VA 20166. The authority for the sole source justification and other than full and open competition procedures will be in accordance with (IAW) FAR 13.106-1(b)(1)(i), Only One Source Reasonably Available. This notice serves as the Government's notice of intent. USAMRICD has a new requirement for an eegPACK Telemetry System for the USAMRICD that can acquire, in real-time, up to four (4) biopotentials and activity from conscious, freely moving, large animal subjects. The eegPACK Telemetry system, which is a non-invasive, head mounted digital telemetry system, is comprised of electroencephalogram (EEG) electrodes, a wireless transmitter, digital receiver, configuration device, and acquisition laptop with proprietary analysis software. The USAMRICD has been funded to investigate EEG acquisition and analysis systems, and directly compare invasive (surgery) vs non-invasive methods with the goal to refine the large animal model in toxicological research. Failure to award a contract will jeopardize mission success, delay achievement of crucial research milestones and risk future funding. emka Technologies has manufactured non-invasive telemetry, which refined traditional telemetry, reducing animal pain and stress, allowing animals to serve as their own controls, and ultimately reducing the number of subjects required for study completion. emka Technologies is the sole manufacturer, distributor and service provider of the eegPACK Telemetry System. The North American Industry Classification System (NAICS) for this requirement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing and the size standard is 1,250 employees. The Product Supply Code (PSC) is 6515, Medical and Surgical Instruments, Equipment and Supplies. This Notice of Intent announcement for an eegPACK Telemetry System, is not a request for competitive quotations. However, the Government will consider all responses received. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
