Description

The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is �41 U.S.C � 1901 - Simplified Acquisition Procedures up to $7.5 million, as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). the USDA Animal Health Inspection Service (APHIS) intends to award a sole source supply purchase contract in that only one responsible source and no other providers will satisfy agency requirements (see attached sole sourced justification).� The award will be a firm fixed price under FAR PART 12 for �ID Screen Glanders Double Antigen CAT#GLANDA-5P ID Screen Glanders Double Antigen ELISA. Acquisition of Commercial Items as a Indefinite Delivery Indefinite Quantity (IDIQ) contract that will span over the term of 5 years or till the quantity ordered has been ordered to the maximum allowed. The resource is: Innovative Diagnostics 310 rue Louis Pasteur-34790 Grabels-France Innovative Diagnostics is the manufacturer of this test and the only company in the market approved to provide these testing kits therefore, Innovative Diagnostics is the sole source and vendor of these kits. It is a requirement of the National Veterinarian Services Laboratory that the specific qualities and standards are met to ensure quality animal health is being maintained at the highest of standards. If the ID Screen Glanders Double Antigen ELISA kits are not procured, NVSL will be unable to perform the most accurate testing available to meet this mission standard. �Other validated testing modalities available are less sensitive and specific than the ID Screen Glanders Double Antigen ELISA, causing false positive results, which are costly to importers. Alternatively, false negative results may occur, which could result in introduction of disease to US domestic horse populations. The Double Antigen ELISA kits are manufactured and sold exclusively by Innovative Diagnostics. Note requests for capability briefings will be honored as a result of this notice.
