Description
**SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT** THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A NOTICE OF THE GOVERNMENT S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice of Intent is to announce that The Department of Veterans Affairs, National Consolidated Mail Order Pharmacy (CMOP) intends to award a contract on a sole source basis to Alphapointe, an AbilityOne approved nonprofit agency, for pharmaceutical bottles and caps. The proposed action is for supplies for which the Government intends to award to only one source under authority of FAR 6.302-5(a)(2)(i). The reason justifying this sole source procurement is the supplies are available on the AbilityOne procurement list, a mandatory government source. Additionally, Alphapointe safety bottles and caps are the only items in the commercial marketplace that have passed required 16 CFR 1700.20 testing. The Consolidated Mail Outpatient Pharmacy (CMOP) program serves over seven million enrolled Veterans dispensing more than 120 million prescriptions per year for the Department of Veterans Affairs Medical Centers (VAMCs) and Community Based Outpatient Clinics (CBOCs) located throughout the United States. The CMOP has a need to provide pharmaceutical bottle and cap supplies for facilities located in Leavenworth, KS; Chelmsford, MA; Tucson, AZ; Lancaster, TX; Murfreesboro, TN; Hines, IL, and Charleston, SC. These bottles and caps are used on the production line to fill Veteran prescriptions. The statutory authority for this sole source requirement is 10 U.S.C. 3204(a)(5) in accordance with FAR 6.302-5(b)(2) and as implemented by FAR subpart 8.7. All responsible sources that could provide comparable supplies may submit a capability statement that will be considered by email (subject line to reference 36C77023R0004 Pharmaceutical Bottles & Caps ) to Renee Kreutzer at renee.kreutzer@va.gov, by 5:00pm EDT, Tuesday, July 5th, 2023.  All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
