- 29 June 2023 - AMENDMENT 1 �Extension of Notice of Intent �(NOI) NOTICE OF INTENT TO AWARD TO A SOLE SOURCE The Defense Health Agency Southeastern Markets Contracting Division (DHA SEM-CD) intends to award a Firm-Fixed-Price, sole source Purchase Order to IMMUCOR for the Drop Shipment of Reagents that include antisera for blood cell typing utilized to assist in identifying antibodies and finding compatible blood products for transfusion for the Naval Medical Center Portsmouth (NMCP). �The anticipated period of performance (PoP) will include a twelve (12) month base period from 1 October 2023 to 30 September 2024 and four (4) option periods up to 30 September 2028. This sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements; and 10 U.S.C 3204(a)(1) �Use of procedures other than competitive procedures� due to IMMUCOR offering reagents and broadest products compatible with the Ortho Vision analyzer ensuring accurate and pre-transfusion test results. IMMUCOR reagents allow the vision analyzer to detect rare antigens and its products are certified to the requirements of ISO 13485:2003 and ISO 9001: 2008. Reagents conform to FDA requirements. IMMUCOR products are manufactured according to current Good Manufacturing practices (cGMP) and current Good Laboratory Practices (cGLP). It is anticipated that the Government will award a Firm-Fixed-Price (FFP) Purchase Order for this requirement. The North American Industry Classification System Code (NAICS) for this requirement is 325413 - In-Vitro Diagnostic Substance Manufacturing with a size standard of 1,250. � This Notice of Intent to issue a sole source� Purchase Order is NOT a request for competitive quotes. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convicting evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
