Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, NCO 10 intends to negotiate a sole source delivery order under FAR Part 8. The VA Medical Center in Ann Arbor, MI will be purchasing a Cerebro Bar Coding System on FSS in accordance with FAR 8 as a sole source. However, the purchase will include the following open market items: CEREBRO 15 Workstation CER LCD Screen Arm Wall Mount CER Barcode Scanner Wired Zebra Stand CEREBRO 24"" Workstation CER Barcode Scanner Wired Zebra Stand CER OptiPlex SFF All-in-One stand CER Barcode Scanner Wired Zebra Power Cord USA BOND Cognitive Slide Labeller CEREBRO Remote Training Services CER Instrument conn. 3rd party inst. In accordance with FAR 8.402(f), it is allowable to add open market items to a FSS delivery order if it meets the requirements under this section. This is the notice to the GPE for the open market portion that will be included in the sole source FAR 8 award. This specific equipment is needed for the following reasons: Leica Biosystem s Cerebro system is a bar-coding system and specimen tracking system that works with VistA, the VA s laboratory information system. The first installment of Cerebro Bar-coding System was purchased in 2019. This purchase is to enhance the use of the system by extending use in Cytology, Frozen Sections, Embedding and Special Stains. This will benefit the VA as it will expand capabilities for data capture in Anatomic Pathology and replace antiquated methods currently in use. This new technology will also be used for communication between the different facets of Anatomic Pathology. The associated NAICS code for this procurement is 334516. The vendor will be Government Scientific Source, Inc., 12355 Sunrise Valley Dr. Ste. 400 Reston, VA 20191. A firm fixed price Delivery Order with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 pm on Wednesday, July 5, 2023.
