- In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The U.S. EPA, Office of Research and Development, National Health and Environmental Effects Research Laboratory, Atlantic Ecology Division, Program Operations Staff (27 Tarzwell Dr, Narragansett, RI 02882) has a requirement for an ongoing annual service maintenance agreement (Essential Service Plan) for two Government owned Thermo Scientific AutoTrace 280 Solid Phase Extraction Instruments. This request is for a Base Year and two option years. Thermo Electron North America LLC, 1400 Northpoint Pkwy, Ste 50, West Palm Beach, FL 33407-1976 is the sole source provider of factory trained service engineers to service, repair and provide software updates/migration of these instruments. JUSTIFICATION FOR SOLE SOURCE PROCUREMENT: The US EPA Atlantic Ecology Division currently owns Thermo Scientific AutoTrace 280 an automated solid phase extraction. In order to meet EPA's need to measure trace organic compounds under the SSWR and SHC research plans, AED needs to obtain this specific service (Essential Service Plan), as no other contractor is capable of providing the quality of service, instrument firmware and software updates when required to meet the Government�s needs. This item is not listed under GSA Federal Supply Schedule. The product purchased must meet the government�s following minimum requirements: Essential Service Plan �Provides One (1) preventive maintenance (PM) visit and PM parts kit for each instrument,unlimited emergency visits/repairs and priority onsite support within 72 hours. Includes thefollowing: Labor and Travel; all factory-certified, non-consumable parts; unlimited telephonetechnical support; software/firmware updates; online technical resources and service historytracking. Hours of service are Monday through Friday, 9 a.m. to 5 p.m. (eastern standard time). *Service performed by non-authorized provider will limit instrument warranty coverage. The North American Industrial Classification System (NAICS) code for this effort is 811210 and the business size standard is $ 34M. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. THIS IN NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE Any interested party that believes it is capable of meeting the CPHEA requirement described herein may identify themselves and must provide evidence of their capability by providing documentation confirming authorization and certified capability from the manufacturer to perform service/maintenance/repair on the components identified in this notice to fulfill the requirement being requested by 10:00 am ED on July 08, 2023. Responses to this notice without this confirmation from the manufacturer will not be considered as valid. All responses shall identify their active UEI number as registered in System of Award Management (SAM). Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch.
