TWO LOCATIONS ""ALL OR NONE"" MOODY, TX AND BYERS, CO. GOVERNMENT NOAA/GML Responsibilities: To provide required materials, equipment, and technical guidance for all inspections and testing; All supplies required for installation of tubing and inlet filters (tubing, clamps, zip ties, enclosures and associated tools) will be supplied by NOAA-GML.� NOAA staff will advise on leak testing procedures and will initiate a vacuum to pull air through the tubing from the base of the tower, after climber has capped the tubing line. PURPOSE: The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) maintains atmospheric air trace gas measurement and sampling equipment on tall-towers for long-term atmospheric studies.� The two towers are Texas (WKT) Tower Climb and Colorado (CAO) Tower Climb. The purpose is to complete two tower climbs (one at WKT tower in Texas, and one at CAO tower in Colorado), and to complete trenching and install conduit, cable and a load center for electrical power needs at the CAO tower in Colorado. The tower climbs are necessary to assure that inlet tubing lines are secured and leak tight to allow air sampling and measurements from multiple heights on the towers - the maximum height for equipment on the towers will be between 1,000 and 2,000 feet above ground level. The electrical is necessary to power a NOAA sea-container at the base of the CAO tower in Colorado, that will house the air trace gas measurement and sampling equipment. Timing will be dependent upon weather or scheduling factors. Lee D. (site manager) has provided written permission for the proposed work to be completed at the site (email correspondence attached). NOAA personnel should be on site while the work is being performed, so work must be scheduled to accommodate the time frame when NOAA personnel can provide access to the site. Work shall not be considered to be complete until appropriate conditions of the permit have been met and inspector has signed off on the installation. MANDATORY REGISTRATION: The vendor of award will be required to register with the Crown Castle National Call Center at 800-788-7011 for the Moody Texas tower. TECHNICAL SPECIFICATIONS: Texas (WKT) Tower Climb:� Replace existing air sample tubing lines on the WKT tall-tower Vendor Responsibilities: The existing GML equipment on the tower includes air sample tubing lines that are secured to a conduit run on the tower.� The tubing lines and other equipment on the tower need to be inspected and if compromised repaired or replaced.� We expect that some or all tubing lines will need to be replaced in this case due to some preliminary troubleshooting we have done remotely. GML requires a tower crew to assure that all GML equipment (air sample tubing, inlet boxes, etc.) is installed and mechanically and electrically secure, that the air sample tubing is leak-tight (see below), and to carry out simple preventative maintenance and repairs for this equipment (e.g., replace air inlet line filters, replace failed clamps, fittings, tubing, and cabling). The leak testing procedure requires a tower climber to cap the tubing line on the tower and wait approximately 15-30 minutes while a vacuum is pulled and pressure is monitored on the line by NOAA staff at the base of the tower. Climbing equipment needed for the tower climbs will be supplied by the vendor, and for the Colorado electrical all electrical supplies will be provided by the vendor. Colorado (CAO) Tower Climb:� Install new air sample tubing lines and mount filter boxes on the CAO tall-tower. Vendor Responsibilities: The GML equipment to be installed on the tower include air sample tubing lines that will be secured to a conduit run or tower leg (or other appropriate structure) on the tower, and filter boxes to be mounted at three identified levels on the tower (~30, 100, and 540 meters).� The tubing lines and other equipment to be installed on the tower will need to be inspected during and after installation and if compromised, repaired or replaced.� GML requires a tower crew to assure that all GML equipment (air sample tubing, inlet boxes, etc.) is installed and mechanically and electrically secure, that the air sample tubing is leak-tight (see below), and to carry out simple preventative maintenance and repairs for this equipment (e.g., replace air inlet line filters, replace failed clamps, fittings, tubing, and cabling).� The leak testing procedure requires a tower climber to cap the tubing line on the tower and wait approximately 15-30 minutes while a vacuum is pulled and pressure is monitored on the line by NOAA staff at the base of the tower.
