- This is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice, and shall be processed in accordance with FAR Part 13� Simplified Acquisition Procedures. This announcement constitutes the only solicitation that will be provided in relation to the stated need contained herein. This solicitation is issued as a Request for Quote (RFQ) and includes applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2023-04 (06/02/2023).� This requirement is a small business total set-aside. The requirement�s North American Industry Classification System (NAICS) code is 611710 - Educational Support Services with a size standard of $24.0 million. One Firm-Fixed-Priced award is anticipated to be made as a result of this solicitation. �� Your quotation must stipulate that it is predicated upon all the terms and conditions of this RFQ and signed by an official authorized to bind your organization. In addition, it must contain a statement to the effect that it is firm for a period of at least 60 days from the date of receipt thereof by the Government. Quotes must be prepared in two SEPARATE volumes: Volume I - ""Technical Quotation"", and Volume II - ""Price Quotation"". Each volume shall be separate and complete in itself so that the evaluation of one may be accomplished independently of the evaluation of the other. Volume I - �Technical Quotation�: The technical volume must not contain references to price; however, resource information must be contained in the technical volume so that the quoter�s understanding of the scope of work may be evaluated. The technical quotation shall not exceed 5 pages in length, not including attachments, e.g. cover page. Quoters must provide clear responses, including objectives and outcomes to each requirement, addressing the work to be performed. The technical volume must reflect a clear understanding of the nature of the work being undertaken. Volume II � �Price Quotation�: Quoters must prepare a price quotation that contains all information necessary to allow for a comprehensive evaluation of the prices quoted. The pages must be sequentially numbered (e.g., 1 of 10, 2 of 10, 3 of 10, etc.) and must contain a header or footer, to include the name of the vendor and the RFQ number. The price quotation must be submitted for each year of the period of performance, including a summary of the costs for the entire period of performance. Electronic copies of the Technical and Price Quotations shall be submitted via FedConnect. Quotations must be submitted in the Response section of the FedConnect Opportunity Summary page. The Price Quotation must be submitted as a Cost Sensitive Attachment in the Response section. The quote must contain the following information: a) Federal Tax Identification Number (TIN); b) Unique Entity Identifier (UEI); c) Commercial and Government Entity (CAGE) code; d) Business Size and socioeconomic designation; e) Detailed pricing of the services to be provided, including discounts applied, if applicable. Questions Submission: All questions concerning this Request for Quote (RFQ) must be submitted via email to the Contract Specialist, Elizabeth Tucker, at elizabeth.tucker@nih.gov by no later than 2:00 PM EST on July 3, 2023 (7/03/2023). Please be advised that the Government reserves the right to transmit any questions and answers of a common interest to all prospective Contractors. Quotation Submission: Quoters shall provide one original quotation via email (in MS Word or PDF format) to the Contract Specialist, Elizabeth Tucker, at elizabeth.tucker@nih.gov no later than 2:00 PM EST on Monday, July 10, 2023 (7/10/2023). **Please reference RFQ # 75N91023Q00114 on all correspondence. Misc. Quotation Requirements Quoter Certification Quotes shall include one of the following: a) a completed copy of the provision at FAR 52.204-26 Covered Telecommunications Equipment or Services-Representation, dated October 2020 (see section 13.0 above); OR b) a copy of the firm�s completed annual representations and certification in SAM.gov, to include the completed provision at FAR 52.204-26 Covered Telecommunications Equipment or Services-Representation, dated October 2020. Offeror Representations and Certifications A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b)) for those representations and certifications that the offeror shall complete electronically) (See attachment 1 to the Combined Synopsis Solicitation).
