Description
The purpose of this modification is to display the asked Q&A. Vendors are encouraged to provide an explanation of any products they would use to manage the rides in the technical capabilities section of your response. Q1 For line item 0001, you want the price of one-way booking fees for the next 5 years? A1 The booking fee includes the first ten minutes and first 15 miles per ride. This RFQ will result in the award of a five (5) year Firm Fixed Price IDIQ. Quotes shall include pricing that represents the vendors best offer and discounts. All pricing is final. Vendors should consider that requests for price adjustment will be denied. Pricing structures should include the vendors adjustments for normal economic inflation for the entirety of the five (5) year ordering period. Q2 For line item 0002, what does it mean per minute for each minute over 10 minutes?  A2 This is the charge per minute for any ride that lasts over 10 minutes. Q3 For line item 0003, what does it mean per mile for each mile over 15 miles? A3 This is the charge per mile for any ride that lasts over 15 miles. Q4 For line item 0004, is the contractor only supposed to wait for the person for 2 minutes and then charge a fee?  A4 It is the wait fee per minute for anything over 2 minutes. Q5 It didn't specify in the scope of work but I wanted to ask will the contractor need to provide any wheelchair assistance in the vehicles?  A5 Yes, they need to be able to accommodate for wheelchairs.  Q6: Can the VA consider alternative pricing structures? Rideshare companies generally do not use fixed per-mile or minute rates and the existing cost structure impacts our ability to bid. Typically, we can provide example trip rates that are subject to dynamic pricing. A6: Most trips average 10 25 miles, with an average of two trips per week between 25 and 75 miles when transporting beneficiaries between Lebanon VA Medical Center main campus and the VACCs (para 7 of the PWS). This contract will remain a firm-fixed-price contract. Q7: Is the VA open to an alternative booking method that allows VA staff to book and monitor trips in real time on a web-based dashboard? Using this system, riders will also receive trip information directly from a cell phone or landline. A7: Section 8 of the PWS (Travel/Transportation Orders) provides the process for a travel manifest and the details involved in our process. You can provide something you have as an option for tracking, it can be included in your response under your technical capabilities. Q8: Is the VA open to waiving the requirement that states, ""Contractor s driver shall observe beneficiaries during transport""? Drivers using our platform have access to in-app safety features to request emergency assistance. However, they are not generally expected to observe a passenger's health condition. A8: Contractor s driver shall observe beneficiaries during transport. Any indication of a significant change in a beneficiary s condition (i.e., sudden onset of rapid or labored respiration, complaints of chest pains, etc.) In the event of an emergency, the driver shall call 911. The Contractor will notify Lebanon VA Medical Center at the as soon as possible to provide details of the incident. (Section 7 of PWS) All we are asking is if the Veteran looks like they are in an emergency situation that the driver will call 911. Q9: As an alternative to the included BAA, is the VA open to utilizing a BPA from the GSA to streamline contracting and pre-negotiated incentives? A9: This is listed as unrestricted on SAM.gov and GSA cannot be used at this time. Please use the local BAA shown as attachment F. If you have a national BAA that will work for your submission as attachment F.
