- PERFORMANCE WORK STATEMENT (PWS) Electrical Switch Box Installation DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide all of the labor, materials, specialized equipment, supervision, transportation, and non-personal services manufacture and install 24 Starline Cable boxes. BACKGROUND: The Naval Surface Warfare Center � Carderock Division (NSWCCD) has designed the SEATech systems to connect to the Starline Track Busway system to provide power during the ever-changing reconfigurations of the systems. Manufacture and installation of additional connection boxes/cables in various locations is required to the existing systems. OBJECTIVE: The contractor shall provide 24 track busway connections based on the specifications in Attachment 1 and Attachment 2. The contractor shall install the 24 track busway connections at the location identified by the TPOC. SPECIAL QUALIFICATIONS: Contractors shall be licensed electricians in the state of Maryland. If work must be performed otherwise, permission must be obtained from the Security Office through the COR. Contractor personnel must confine themselves to the work sites specified in their contract. Visiting other areas is prohibited. Alcoholic beverages, weapons, cameras, sound recorders, proscribed drugs, and explosives are prohibited on NSWC property. Use of Government property without prior written approval of the PCO is prohibited. The Naval Support Activity Washington (NSAW) Guard Force will arrange for special contractor parking if required. Contractor personnel must not park in numbered spaces, areas reserved for car pools, or other prohibited areas. Posted speed limits and traffic restrictions shall be observed at all times. Accidents or problems of a security/safety nature shall be reported to the NSAW Guard Force and the NSWC Safety Office immediately. Contractor personnel working on station for less than five (5) days may be required to log in and out at the Visitor's Center each day. An Extended Entry Contractors Badge will not be issued. Pursuant to federal regulations, all personnel and vehicles on NSAW property are subject to search by authorized personnel at any time. All contractors� personnel are required to display the NSWC issued identification badge on their person at all times while present at the laboratory. Access to NSAW property and NSWC buildings will not be allowed without this identification badge. The badge shall be displayed on the person�s outer clothing, above the waist and in full view. Identification badges and vehicle passes issued to contractor personnel remain the property of the U.S. Government and must be surrendered upon completion of the contract at the termination of individual employment, and when requested by the Government. Defense Biometric Identification Badges (DBIDS) may be obtained from the Visitor Control Center if required for access. A list of all personnel working under this contract shall be provided following award to allow sufficient time to process security information. SAFETY REQUIREMENTS: In order to provide control for protection of the life and health of employees, and other persons, and to avoid work interruptions in the performance of this contract, the Contractor shall comply with all pertinent provisions of the 29 CFR 1910 General, 29 CFR 1926, and with any additional measures the Contracting Officer may determine to be reasonably necessary. Copies of this manual may be obtained from the Superintendent of Documents, U.S. Government Printing Office, Washington, D.C., 20402. Additionally, it is the Contractor�s responsibility to familiarize themselves with the Corps of Engineers Manual, EM 385-1-1, entitled ""General Safety Requirements,"" and incorporate those general and additional safety requirements into daily working procedures that will provide safe working conditions during performance of this Contract. Copies of this manual may also be obtained from the Superintendent of Documents. The Contractor shall designate an employee responsible for the overall supervision of accident prevention activities. Duties shall include: (1) assuring incorporation of applicable safety requirements in work methods and (2) inspecting the work to ensure the safety measures and instructions are applied. As part of the Contractor�s safety program, the Contractor shall have scheduled meetings with employees to ensure the safety of all government employees, guests, and contractor employees while at the work site. 9.1 ACCIDENT PREVENTION PLAN Prepare Accident Prevention Plans in accordance with Specification Section 01 35 26 �Governmental Safety Requirements.� The contractor is required to submit a General Accident Prevention Plan within fifteen (15) calendar days after the award of the basic IDIQ. A project-specific abbreviated plan will be required for individual task orders before the Pre-Construction Meeting. 9.2 ENVIRONMENTAL PROTECTION PLAN In accordance with Specification Sections 01 57 19 and other applicable Temporary Environmental Controls specification sections, the contractor is required to submit a General Environmental Protection Plan. Amendments to augment the Environmental Protection Plan to adequately address environmental issues applicable to the task order may also be required.
