Sources Sought Synopsis Solicitation # 300 Veterans Blvd. Big Spring, TX 79720. Procurement Type: Sources Sought Date Posted: June 30, 2023 Title: Repair/replacement of drain and drain lines inside Building NAICS Code 236220 Commercial and Institutional Building Construction Response Date: July 17, 2023, 3:00 p.m. MTN Description: The Department of Veterans Administration is seeking qualified Service-Disabled Veteran Owned (SDVOSB) with General Construction Contracting experience for the replacement of floor drains and lines in the boiler plant located at the West Texas VA Medical Center 300 Veterans Blvd. Big Spring, TX 79720. The proposed project will restore free flowing floor drains and drain lines to the boiler plant (building two). The contractor is to locate all floor drains and drain lines, remove, and replace them. Removal shall consist of saw cutting the concrete slab chipping out the floor drains, drain lines and replacing them with new floor drains and drain lines. Once installed the drain lines shall be checked for leaks and incased back in concrete. The VA request that all underground utilities be in the 6,600 square feet boiler plant and also a 5 ft area around the outside of the boiler plant as well. This area calculates out to 2,000 square feet. The Contractor will locate all utilities in accordance with the American Society of Civil Engineers (ASCE) Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data CI/ASCE 38-02. The horizontal position of existing subsurface utilities shall be located using Quality Level B data is obtained through the application of appropriate surface geophysical equipment and is reproducible with such equipment at any point of its depiction. This information is surveyed to applicable tolerances and reduced onto plan documents. The VA request that a drawing be produced and submitted to the VA that shows the location of all underground utilities in the areas surveyed and the addition of the new drain lines as well. The work effort, however, does suggest a general, phased sequence of construction: Location of all floor drains & drain lines Replacement of the floor drains and drain lines. Clean up and approval of work. Work shall include architectural, plumbing, and all such systems and components as may be necessary to correct the floor drains and drain lines. The North American Industrial Classification System (NAICS) code for this procurement is 236220, General Construction. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. Firms interested in this effort must be able to demonstrate experience as a General Contractor on five (5) similar projects as defined below: SIMILAR PROJECT is defined as a project that is similar in size, type, and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size, projects must exceed $100,000 in construction costs and be completed in the last ten (10) years. To be considered similar in type, project(s) must include the removal and reinstallation, cleaning, of floor drains and lines. To be considered similar in complexity, projects should include, but are not limited to existing buildings. SIMILAR PROJECTS must have been executed on a building over 50 years old. This procurement, whether it be set aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) code 236220, General Construction. The small business size standard for NAICS code 236220, General Construction, is less than $40,500,000 in average annual receipts over the past three (3) years. If you are an interested small business, per the definition above, please provide a Written Letter of Interest and responses to the questions listed below. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1) Is your firm a Small Business concern? Please provide proof (i.e. System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220, General Construction, (average annual receipts less than $40,500,000 for the past three years). 2) Is your firm a Service Disabled Veteran Owned Business? (For additional information on small business concerns visit www.sba.gov.) If your firm is one of these types of businesses, please provide proof of your firm's status (i.e. System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc.) 3) Does your firm have experience working on projects of this nature? Please provide summaries for five (5) similar projects (as described above) that demonstrate the small business firm's past experience as a General Contractor. Submit a reference and photographs for each project submitted. 4) Does your firm have the bonding capacity that would be required under this project? Please provide the surety s name, maximum bonding capacity per project, and aggregate maximum bonding capacity of the small business firm. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Interested firms should submit a written letter of interest along with the documentation requested within this notice to Jose Reveles, Contract Specialist, via email at jose.reveles@va.gov.
