- This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of firms for construction services at the USACE Buffalo District reservation property at 1776 Niagara Street, Buffalo, New York 14207.� NO AWARD will be made from this Sources Sought Notice.� NO SOLICITATION OR SCOPE OF WORK IS AVAILABLE AT THIS TIME, and therefore do NOT request a copy of a solicitation.� Potential offerors having the skills and capabilities necessary to perform the described requirement are invited to provide feedback via email to Frank J. D�Andrea at frank.j.d�andrea@usace.army.mil, or frank.j.dandrea@usace.army.mil.� All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.� We encourage all firms to respond, including but not limited to, HUB Zone, 8(a), SDVOSB, Small and Large Business.� The NAICS Code is 236220.� The small business size is $39,500,000.� USACE anticipates issuing a firm fixed price contract.� It is anticipated the contract will have a period of performance of 1 year.� Total project magnitude is estimated between $5,000,000 and $10,000,000.� Anticipate releasing the solicitation in 2023, with a contract award no later than September 2023. � SITE LOCATION The Buffalo District Reservation is located at 1776 Niagara Street, Buffalo, New York. � � � �2. PROJECT DESCRIPTION Renovate Building B5 (Warehouse) of approximately 10,000 SF of floor area, including all utilities (water, gas, electrical, IT/comms). Provide office space to accommodate 10 employees. Provide geotechnical workshop space, break room/conference room/lounge areas, two (2) restrooms each with a shower stall, , garage space, warehouse space, stairwell, material lift, and ~3,300 SF mezzanine. Completely demo existing interior facility to structural shell and remedy current code compliance issues.� Only the exterior shell, portion of the slab, and roof are to remain. All openings in the B5 vertical walls are to be removed and replaced as well as brick veneer fa�ade sections. Utility connections, pavement repair, site work, and landscaping will be required. Renovate Building B4 (Electrical Station) which includes tuckpoint, repair and wash of all masonry veneer and roofing system repair, complete with parapet rework, flashing, and drainage. Work shall include: Door replacement Interior finishes - Prime and paint walls and ceiling, and concrete floor finishing. The three (3) interior rooms will receive new lighting, convenience receptacles, FA/MNS components and freeze protection heating devices. Replace all electrical equipment from point of service within the building, in order to support the end state of the project (Buildings B3, B5, and the Black Rock Lock (BRL)). This includes 300KVA transformer, 6-second switch gear, and 800A ATS. It is assumed other electrical equipment can remain in place to service other buildings that may be demolished in the future (Buildings B1, B2, B6 and B8. A small allowance for landscaping and re-placement of the elevated slab for installation of new electrical equipment is also included. � � � �3. BUSINESS SIZE The Government is soliciting interest from all business size standards. � � � �4.� CAPABILITY STATEMENT (No more than ten (10) pages) Include a cover letter listing company name, cage code, small business size status (in each socio-economic group). Provide information demonstrating ability to perform a contract of this magnitude (Approximately $5-10 million) and complexity for comparable work. This should include at least three (3) projects with a brief description of each project and how it compares, customer name, timeliness of performance, customer satisfaction, role in project, and dollar value of the project. Bonding capacity.� � � � 5.� REQUEST FOR INFORMATION The Government is looking for feedback in the following areas: Is project schedule appropriate and/or adequate Any concerns on subcontracting opportunities Any issues / concerns with procuring building materials (based on current market conditions) Any additional considerations that we should include and possibly address in the solicitation package * This information does not count toward the 10-page limit All interested parties should respond to this office by email by 11:00AM Eastern Time on 10 February 2023.
