Description
Sources Sought Notice National Oceanic and Atmospheric Administration (NOAA),�Office of Marine and Aviation Operations (OMAO) NOAA Diving Program Equipment and Services This is a Sources Sought Notice for planning purposes only. The Government does not intend to award a contract on the basis of this Notice. The acquisition, if issued, will be issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and Part 13.5. A DRAFT Statement of Work is provided for informational purposes only. In preparation for an upcoming procurement, the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO), is performing market research to determine potential sources for NOAA Diving Program Equipment and Services. There are two North American Industrial Classification System (NAICS) codes for this requirement: -811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a size standard of $12.5 million. -459110, Sporting Goods Retailers, with a size standard of $26.5 million. This notice will be posted under both NAICS codes. If a vendor should happen to fall in both categories, only one response shall be submitted using the best NAICS code. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief (no more than three pages), typed Capability Statement in response to this sources sought announcement. The nature of the work to be performed is to provide a wide range of diving and diving related equipment, parts and consumables for the pool, hydraulic crane, recompression chamber system, and compressor systems, as outlined in the attached DRAFT Statement of Work. This is not a request for technical or cost proposals. Standard brochures shall not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: a) Company name and address b) SAM Unique Entity Identifier c) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service- disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/ or women owned small business) as validated via the System for Award Management (SAM) and based on one of the anticipated NAICS code identified above d) NAICS code e) Company point of contact � name, phone, and e-mail address f) A description of the company�s ability to fulfill the requirements of the DRAFT Statementof Work. g) Completed Excel document, Attachment 3, vendor must indicate it they are capable offulfilling the item, if a subcontractor would provide, or they are not capable. This formshall be used in conjunction with the written capability statement and not in lieu of. Interested sources shall submit an electronic copy of their capability statement to Jessica Loftus, Contract Specialist, Jessica.Loftus@noaa.gov, no later than 3:00 PM Eastern on July 14, 2023. This is not a request for quotation. The Government does not intend to award a contract based on this notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Submit any questions or responses to this Sources Sought announcement to Jessica Loftus, Contract Specialist, Jessica.Loftus@noaa.gov and Andrew Northcutt, Contracting Officer, Andrew.Northcutt@noaa.gov. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. The responses received to this sources sought notice will help determine any potential socio- economic set-asides for this requirement and to determine if industry is able to fulfill this requirement.
