Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), the NOAA Ship Ferdinand Hassler requires two Coastal Marine Equipment Capstans Model# C1.1-02-31-21 to replace to existing one. The OEM of this product is Coast Marine Equipment Inc, and they are located at 20995 Coastal Parkway, Gulfport, MS. 39503, will provide the requirement. Configuration change for Hassler�s capstans has not been approved by MOE. �Therefore by purchasing an in-kind replacement the Government ensures that the materials will be a complete form-fit-function match and will not require additional, undo labor and materials in order to fit an �equal� capstan in the existing footprint, and will allow for re-use of existing motor controllers, control boxes, wiring and foundations. Buying new in-kind allows for streamlined maintenance requirements and execution, and for use of existing and future-purchased spare parts. Currently the ship has ALL (4-ea) C1.1-02-31-21 capstans.� Coast Marine Equipment Inc is the Original Equipment Manufacturer (OEM) for the Capstan being acquired. Coast Marine Equipment Inc has the existing design that they have used on the NOAA Ship Ferdinand Hassler and are the only source who can produce the requested Capstan Model to fit onboard the Ferdinand hassler as a turnkey.� The Government only has information such as the manufacturer�s part number for the parts required. There is little detailed information that would assist in identifying salient characteristics or other specifics that could be utilized to source the parts from other vendors. The OEM is the only company that has access to the documentation that provides information to make it possible to identify the components necessary. Other manufacturer�s Capstan will require a completely new installation, mounting and training for both the User/Operators and Maintainers.� The Government is not aware of any other vendors that are authorized to sell Capstan Model# C1.1-02-31-21 or have this part off the shelf therefore; the Government intends to acquire these Capstans under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Coastal Marine Equipment Inc. under the authority of FAR 13.106-1(b)(1)). This is not a solicitation for competitive quotes. However, if any interested party that can provide these Capstans and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO. A statement of capabilities shall include the detailed of Capstans, OEM authorization letter, and a price list, this shall be received by Friday, July 07, 2023 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of these Capstans. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Capability statements and related materials must be e-mailed by 5:00pm EST on July 07, 2023 to alexander.cancela@noaa.gov.
