- NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to Mon Valley Integration LLC. The NAICS code for this acquisition is 238210 � Electrical Contractors and Other Wiring Installation Contractors, with a size standard in millions of dollars, $19.0. Background: The Pittsburgh Mining Research Division operates 2 underground research mines. These two mines serve research and training needs for the division and its stakeholders. Last year, over 200 people visited the underground mines to conduct research and training. Due to the facilities being below ground, water collects in places called sumps. This water must then be pumped to a central location underground, filtered and tested. This process creates the need for a pump system and dozens of manual valves spread out over more than 1500 feet of tunnels where each location is not visible to the other. Each location creates a branch circuit. The division needs a system that can monitor levels and operate valves from a single location underground. This would eliminate the need for resources needed to traverse the underground sump and valve locations. When each sump is dry, the system still uses compressed air to operate pumps that do not move anything. This energy is wasted until the miners can manually switch each pump once they visibly observe they are no longer pumping water. This wasted energy to operate a 150HP rotary screw air compressor cannot be recovered. The requested sump level control system would provide real-time feedback on each sump and valve location. It also has some functionality to turn off valves when levels are too low, which will save energy and time. The system operates as a stand-alone system from a central point underground. Scope of Work 1) The vendor shall provide a control system that will monitor the sump level of (2) existing sumps The control system will operate (2) 1-inch air solenoid valves and (1) 2-inch motor operated valve The control system will monitor (2) level sensor The control system will monitor (1) air pressure sensor 2) The vendor shall set up the control system at its location for factory acceptance testing The vendor shall prove the system operates The control system will be prewired with cables and to the sensors The system will have 50-feet of field wiring to each sensor 3) The control system will come with (1) spare operating screen Supplies: (1) Logic sump level controller (2) operating screens installed in water resistant boxes (1) spare operating screen (2) 1-inch air solenoid valves (1) 2-inch motor operated valve (1) air pressure sensor 200 feet of field wiring A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov. This action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
