- Data-as-a-Service Platform effort that is scalable across the Department of Defense (DoD) and enables a robust and flexible set of data streaming and storage technologies. This platform is necessary to provide the United States Air and Space Force with a solution capable of operating at an Unclassified, Secret, and Top Secret/Sensitive Compartmented Information (TS/SCI) network. It also has an ability to deploy and be accredited in Special Access Program network environment in order to service over 30,000 users. Under the current contract, Palantir fully supports the unique requirements of the Space C2, Mission Partner (MP), Project Brown Heron (PBH), and NORAD/NORCOM Agencies. As a result, Palantir (through the use of their accredited Palantir Platform) possesses the capabilities to support the immediate requirement intended to be acquired via this UCA action to prevent the break in support. Due to the mission-essential nature of the services and access provided by the current contract, these functions are critical, primarily because the platform and related data streams must be accessible to any or all of the four separate agencies seven days a week, twenty-four hours a day, under all circumstances. Any delay in the award of this newcontract would result in an immediate and serious impact to the USSF, HAF, NORAD/NORCOM agencies ability to rapidly detect, warn, characterize, attribute, and predict threats to national, allied, and commercial space systems, while also providing National Security deterrence capabilities countering those identified threats to prevail in a space conflict. (See Paragraph VIII for further explanation of the impacts to individual missions). The Palantir Platform is vital in order to provide the immediate direct connections to authoritative data sources holding critical data to provide unified visibility into domain operations, people, resources, and networks, and enable dynamic actionable workflows specific to each organization and its echelons. The platform will support dynamic alerting, generation of key performance indicators, operational planning applications, and application of orbit tracking and modeling tools to strategically allocate resources to places in need. The platform will provide a collaborative and permission-aware data environment to allow decisions-makers to securely exchange data within and across the four agencies and with other service partners. The platform will also provide access, where applicable, to data feeds from external federal agencies and publicly available data. The software platform will provide an immediately available solution on NIPR and SIPR and promote an efficient, cross-service response. The specific agencies require the ability to ingest and properly secure sensitive data, which the platform currently provides. The platform received an ATO following DISA's RMF process, leverages cloud infrastructure which has been accredited at FedRAMP Moderate, and received IL5 authorization from DISA.
