- DEFENSE INFORMATION SYSTEMS AGENCY Request for Information (RFI)� Industry Day for Change 1 of MIL-STD-188-164C THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLITICIATION IS AVAILABLE AT THIS TIME. Description REQUEST FOR INFORMATION (RFI) REQUIREMENT THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITIATION IS AVAILABLE AT THIS TIME. 1.0�� Overview/Purpose The Department of Defense (DoD) is soliciting industry to provide comments on the MIL-STD-188-164C Change 1 Draft, and prepare responses to satisfy unique DoD requirements for the Draft. Responses should include, but are not limited to, specification adjustments in the following area of interest: 1) Changes proposed in the circulated MIL-STD 188-164C/C1 Draft; 2) Transmit phase linearity; 3) Transmit amplitude response; 4) Phase noise; 5) Receive chain absolute gain; 6) Receive phase linearity; 7) Receive amplitude response; 8) Reception function intermodulation products; and 9) Variable performance terminals. 2.0�� Scope of Effort This RFI request is solely for gathering information and planning purposes. This RFI does not commit the U.S. Government to contract for any services or supplies whatsoever. All are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future solicitations or requests for proposal (RFPs). 3.0�� Technical Characteristics The continuing (and rapid) evolution of terminal capabilities presents a number of challenges to developing relevant and useful terminal design requirements. When MIL-STD-188-164 was first written, the preponderance of terminals consisted of large, center-fed, fixed, circular reflectors. This is no longer the case. In recognition of this, a number of adjustments have been made in the Draft for MIL-STD 188-164C/C1.� In the process of drafting the new MIL-STD, a number of areas have been identified where additional investigation is necessary to craft a useful MIL-STD.� In the interest of issuing meaningful guidance as soon as possible, it has been decided to pursue issuing MIL-STD 188-164C/C1 in the near future while simultaneously investigating various areas of interest with the intent of including any updates to those areas in a future Change. 4.0�� Requested Information Information is sought in the following areas of interest: Changes proposed in the circulated MIL-STD 188-164C/C1 Draft. Transmit phase linearity. Transmit phase linearity is being reviewed for accuracy and applicability across each band. Transmit amplitude response. Transmit amplitude response is being reviewed for accuracy and applicability across each band. Phase noise. New methods of containing phase noise for future network needs and capabilities are being reviewed. Receive chain absolute gain. Receive chain absolute gain is being reviewed for accuracy and applicability across the terminal population.� Receive phase linearity. Receive phase linearity is being reviewed for accuracy and applicability across each band Receive amplitude response. Receive amplitude response is being reviewed for accuracy and applicability across each band. Reception function intermodulation products. Reception function intermodulation products is being reviewed for accuracy and applicability. Variable performance terminals. Language defining variable performance terminals is being reviewed to encourage vendors to implement limited measures which ensure maximum system throughput can be maintained while also not impacting other users of the network. Response Guidelines DISA requests that those wishing to provide a presentation at the meeting send in their presentation title and slides to the POCs below no later than Friday 14 July 2023. Presentations are to be kept to 20 minutes in duration.
