- The purpose of this amendment is to notify all offerors of the questions and answers. All other terms and conditions remain the same. Please see answers below: 36C25923Q0614 Questions and Answers Would the Government prefer to receive pricing in the form of an MS Excel table vs. Word document? Please complete the pricing schedule as listed in the solicitation as a Word document. Are there any page limitations or desired page count for Volume I Technical Proposal? There are no page limitations listed in the solicitation. Are Offerors permitted to submit resumes to highlight the skills and qualifications of those performing the work? Will these be considered in the evaluation? Yes, as listed in the evaluation factors please include personnel performing the work and relevant details. Are Offerors permitted to submit example qualifications and case studies highlighting past experience with similar work? Yes, this can be included in the technical proposal as supporting details to demonstrate successful performance of required services. What is the preferred format and expectation for Self-Paced Online Training (e.g., custom solution, video, training deck)? The format will have audio paired with a visual component throughout the training. What will the training schedule be? Or is this up to the discretion of the contractor? Training schedule for individuals should take less than 2 months. Will the contractor be responsible for purchasing and licensing the digital/online program, or are we utilizing a program that is already in place that we have to get credentialing or programming for? The contractor is responsible for purchasing and or licensing, the VA does not have a training program in place. If we are to develop the online program, will the time that it will take be taken into lead time consideration? The GROVE Center has plans to launch the training to initial VA employees in Fall of 2023. Training must be complete and ready to use no later than November 1st, 2023. VA staff will not be available to co-develop the training. In coordinating and running the training, do you require the contractor to have the same facilitator for all units/sessions, or can we designate different employees within our organization to facilitate different sessions as we see fit? For the training it may be appropriate to change facilitators if the topic, content, and facilitators change enhance the trainees experience (i.e., diversifying facilitator trainers when appropriate for content). Keeping the same trainer is also appropriate especially if the trainer has experience and skills in training facilitators. I'd like to know if the contractors are developing material based on our own knowledge and research, or will GROVE provide specific training material(s) and content that they want shared? The contractor will be providing the training, but it should be relevant to the methods of Veteran Engagement in Research and in line with VA policies and/or regulations.
