- NOTICE OF INTENT TO SOLE SOURCE The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Peraton Services & Solutions, Inc. �A sole source Justification & Approval document has been approved and a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for an out-of-scope expansion/increase in level of effort on the existing Instructors, Training Support, & Technology Based Instruction task order.� The Instructors, Training Support, & Technology Based Instruction task order is being revised to update several of the existing courses to standardize existing training materials, develop new curricula based on the introduction of new technologies while adding related courses, and delete obsolete courses.� Additionally, a single focal point for peer review of existing/new course material and product management control will be created, as opposed to these services being provided by both government personnel and contractor instructors.� It will also expand the existing accreditation support to include a single focal point responsible for managing daily course enrollments and scheduling, managing the course catalog, managing the administration of the testing program, and gathering/presenting data for the COE Accreditation.� This focal point will also provide learning management system training and maintenance of official educational files, records and transcripts.� By expanding the existing accreditation support services, the contractor will be able to consolidate the above services into a single point of contact, reducing the amount of coordination required from multiple personnel and streamlining the scheduling, instructing, testing, and records management into a single process. At this time, the incumbent contractor Peraton Services & Solutions, Inc is the only source capable of providing all necessary services. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. �Companies who believe they can provide this service must indicate their interest in writing within seven (7) days of this notification and include a detailed capability statement.� No reimbursement for any cost connected with providing capability information will be provided.� All responsible sources will be considered in evaluating the determination to issue a sole-source contract. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 611430 will be used for determining company size status.
