Description
The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Wells Harbor Federal Navigation Project, located in Wells, Maine. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take about 4 months to complete. The estimated construction cost is $5,000,000 to $10,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. This project will require hydraulically dredging the FNP, which includes an 8-foot-deep Mean Lower Low Water (MLLW) entrance channel, 100 feet wide extending 2,500 feet from deep water through a jettied inlet; a 6-foot-deep MLLW by 100 to 135-foot-wide inner harbor channel; a 6-foot-deep MLLW by 5.2-acre anchorage area; and two settling basins on either side of the 6-foot-deep inner channel, plus an authorized 1-foot of overdepth for all features. Approximately 87,000 CY of required dredging, with another approximately 21,000 CY of 1-ft allowable overdepth dredging would bring these areas back to their authorized dimensions. Sandy shoal material dredged from the FNP will be placed along Drakes Island Beach with a hydraulic pipeline and graded. Construction activities involving hydraulic dredging with beach placement will be performed during a five-month period between September 15 and March 1 to meet environmental time of year restrictions. In order to accomplish all dredging requirements within the specified dredging window for the inner harbor and entrance channel, the Contractor will need to meet a production rate of up to about 33,000 CY per 30 calendar days for the hydraulic dredging portion of the project. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about mid-July 2023. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://sam.gov/).
