THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER: This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 541519. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 5 Network Contracting Office, is seeking sources that can provide Image Sharing System Software for all VISN 05 stations. This procurement is a Base year plus one (1) option year. ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 5.00 JB __________________ __________________ Medicom's Imagex with Assistant Edition for all VISN 5 stations. 0002 5.00 JB __________________ __________________ support services, maintenance, and training GRAND TOTAL __________________ Statement of Work/Salient Characteristics Purpose VISN 5 facilities are requesting a solution for image sharing. The Mission Act has made it possible for Veterans to seek diagnostic imaging services outside of the VA. As a result, diagnostic results, which are in the form of DICOM images and textual reports, need to be couriered back to the VA for further patient care. Currently, CD-ROMs and DVD-ROMs are hand-carried or mailed to and from the VA facilities in VISN 5 at the completion of a diagnostic test; this causes bottlenecks and delays in the continuity of Veteran care. There is also a delay in archiving the images, delivered to the ordering provider by the patient who diligently obtains the requested images from the outside provider on a CD-ROM. The VISN 5 facilities use CDs to share imaging examinations with community care providers, but examinations are often repeated when CDs are not requested, get misplaced, or are not readable due to software incompatibility. Therefore, the VISN 5 facilities are looking for an image sharing solution, that will allow clinicians to locate patient information without calling and waiting for private sector facilities to send information. This imaging sharing solution will allow us to meet the requirements for immediate access to patient data performed under the Mission Act. Technical requirements: Bidirectional image sharing service- transfer Radiology exams from Change Healthcare Picture Archiving Communication System (PACS) to affiliated facilities in a real time Peer-to-peer network to allow VA Medical Center in VISN 5 the ability to electronically exchange data with private sector healthcare providers Enables retrieval of the requested images and diagnostic reports from private sector facilities electronically Provides an automated process for importing images and reports Fully federated image sharing architecture including ability to: Broadcast queries to the community to locate VA patients prior images in the private sector Send data through a secure conduit FIPS 140-2 validated connection with the VA TIC Locate and access prior clinical information through a federated search function Ability to update DICOM images and reports as they arrive from the private sector to automatically add the information to the patient s chart in CPRS Ability to automatically generate an outside order in VistA so that the data is associated properly between the DICOM archives and VistA/CPRS through a Class 2 Interface Ability to search based on an upcoming appointment/procedure using an HL7 order (ORM) or scheduling (SIU) message from VistA, retrieve clinically relevant prior images and reports, reconcile the prior information, and store the prior information in VistA Imaging and VISN 5 s Radiology PACS System Change Healthcare. Ability to ensure patient s internal priors are available for comparison Ability to enable VA employees to request and search for patient information at facilities participating Must have a national MOU/ISO Must have a national BAA Hours of Operation Normal hours of coverage are Monday through Friday, 7:00 AM to 4:30 PM Central Standard Time excluding national holidays. All services shall be performed during normal hours unless otherwise scheduled with the COTR or his/her designee. Contractor shall always be professional and shall take all necessary precautions to maintain a safe environment for the occupants. Contractor shall fully minimize noise possible while working in all buildings. After contacting COR (or COR designee) at the VA, a specific time will be scheduled for the delivery of the product and the installation within 90 days of award. All quantities are listed above that should be delivered. This will include on-site implementation and training, as well as outreach and support services. All hardware and software shall have a full warranty period of 12 months.
