THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS 621910 (size standard of $16.5 M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 17 Network Contracting Office, is seeking sources that can provide STX non-emergent Wheelchair Ambulance Transportation Services for the VA STX Healthcare System. The South Texas Veterans Health Care System (STVHCS) has requirements for non-emergent Wheelchair Transportation Services. The scope of work includes wheelchair van services. Special mode for the purposes of this requirement is defined as wheelchair vans. STVHCS averages around 90 transports a day that cover the STVHCS catchment area. In addition, the contractor will provide an on-site Transportation Coordinator for the Audie Murphy VA Travel Department. The contractor shall be responsible for providing all management, equipment, vehicles and personnel necessary to meet all wheelchair ambulance transport requirements throughout various State of Texas counties for eligible Department of Veterans Affairs, STVHCS beneficiaries. The contractor will furnish bariatric equipment and stretchers to meet the needs of STVHCS eligible veteran beneficiaries. Services provided under this requirement shall strictly adhere to all current laws and regulations applicable to the state of Texas unless supplemented to exceed those requirements as specified herein. In no circumstances, will any section or clause of this requirement authorize the contractor to provide care and/or equipment below established guidelines. The STVHCS facilities are located at 7400 Merton Minter Blvd., San Antonio, Texas 78229. Kerrville Memorial Veterans Hospital, located at 3600 Memorial Blvd, Kerrville, TX 78028 and at the various counties within the state of Texas as shown in the table 2. Area of Coverage. The STVHCS and surrounding VA facilities, utilize special mode transport services approximately 35,000 times annually. The contractors will provide coverage in the following counties listed and outside of the catchment area for patients of the greater Texas area as follows: Atascosa Bandera Bee Bexar Calhoun Comal Crockett De Witt Edwards Frio Gillespie Goliad Gonzales Guadalupe Jackson Karnes Kendall Kerr Kimble Kinney Lavaca Live Oak Llano Mason McMullen Medina Menard Real Schleicher Sutton Terrell Uvalde Val Verde Victoria Wilson Table 2: - STVHCS Catchment Area by County Hours of Performance. Contractor shall provide wheelchair transport services for Veteran beneficiaries as requested 24 hours a day - every day of the year. Period of Performance: The period of performance is estimated to be for a one-year base with four additional one-year optional renewals beginning at award. The tentative award is anticipated to be on or about August 1, 2022. See the attached PWS for a full description of the Wheelchair Ambulance Transportation Requirement. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. INSTRUCTIONS: If you are interested, and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below (Incomplete Responses Shall not be Reviewed). Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business a: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Does your company have FSS GSA/NASA SEWP/NAC or any other federal contract that provides for Wheelchair Ambulance Transportation Service? If so, please provide the contract number. (4) Does your company have the ability to provide high volume Wheelchair Ambulance Transportation Services on short notice? Describe in narrative form how your company would meet this short notice high volume tentative requirement that tentatively starts on August 1st, 2022. VA Transportation Estimates: See pricing schedule below for Wheelchair Ambulance Transportation estimates. (5) Transportation Vehicles: Provide a narrative description of their vehicles that will be used in support of this tentative requirement as follows: Proposed Number, location and specifications of wheeled and hired car vehicles that will be used in the performance of this this requirement that tentatively starts on August 1st, 2022. Are these wheeled vehicles currently in your company fleet or will they have to be procured or leased in order to fulfill this requirement? What would be an appropriate time frame to secure these vehicles if they are not in your current fleet? Tentative start date for this requirement is August 1st, 2022. (6) Contingency Plan: Provide a narrative of your company s ability to continue services when services are interrupted before or during transportation of a Veteran patient. For this portion of the RFI provide: Contingency plan to continue services when a vehicle is rendered inoperable before or during transportation of a Veteran patient. Contingency plan for short notice and no-notice employee/driver absences. (7) Dispatch Procedures: Provide a narrative of your company s dispatch procedures. For this portion of the RFI provide a narrative description of the following: Procedures upon receipt of the daily manifest for patient pick-up, VA discharge, and return drop-offs 24 hours per day, 365 days per year to locations identified in the attached PWS. Communication methods between the dispatch center and vehicles. (8) Past Performance: Provide a narrative description of Wheelchair Ambulance Transportation contracts that your company has completed successfully that are of equal size and pricing magnitude. (9) Limitations on Subcontracting Rule: The government has not yet established its method of procurement. If the government does pursue a set aside or sole-sourced for 8(a) BD Program, SDVOSB/VOSB, WOSB/EDWOSB, or HUBZone participants or small business set-aside then the limitations on subcontracting rule shall apply. Describe in narrative form how your company can logistically accomplish 50% of this requirement as one of the aforementioned set-asides or small businesses?
