- General Capabilities: This Sources Sought notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Unmanned and Small Combatants (USC) Unmanned Maritime Systems Program Office (PMS 406). The Joint Explanatory Statement (JES), released with the Fiscal Year 2023 National Defense Authorization Act (NDAA), included directive language for the Navy to conduct analysis and experimentation activities during Fiscal Year 2023 in support of unmanned operations.� The objective of the analysis was to identify commercially available Large Diameter Unmanned Undersea Vehicles (LDUUVs) that the Navy could field as rapidly as possible and deploy at scale as early as Fiscal Year 2024. �The Navy is interested in commercially available LDUUV solutions, as well as the cost drivers and the timeframe required to field and deploy those unmanned vehicles. �The Navy anticipates that commercially available unmanned undersea vehicle solutions will require future Government-specific modifications to support Navy payloads. Disclosure: This is a Sources Sought notice, issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Unmanned & Small Combatants (PEO USC) for information and planning purposes only. �This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. �This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. �Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. �Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� The Government will not notify respondents of the results of this notice.� The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation. �Submissions will not be returned. Respondents are advised that the Booz Allen Hamilton and/or John Hopkins University Applied Physics Lab may assist the Government in its review of responses received under this notice.� Respondents shall provide notification on its cover page if the respondent does not consent to the use of the aforementioned contractors. �Unless otherwise stated by the respondent, a submission received to this notice constitutes consent that the abovementioned contractors can have access to all information provided in the respondent's submission. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response.� The Government will not be liable for or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified.� Information marked proprietary received in response to this Sources Sought will be safeguarded and handled in accordance with applicable Government regulations.� To aid the Government in its review, please segregate proprietary information. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE. Submissions: The desired format for submissions is white paper or similar narrative (contractor's format). �The response should be no more than twenty (20) single-sided pages (including cover and administrative pages) and no less than 1-inch margins and 12-point font.� Submissions shall be in Microsoft Word or searchable Adobe Acrobat Portable Document Format (PDF). Navy is seeking the following in response to this Sources Sought: Company information The name and address of the interested party and the location of the services provided in the past. The CAGE and SAM Unique Entity ID. Relevant registered NAICS and PSCs. Small Business Program Representations including any Small Disadvantaged Business Concerns. Contractor points of contact information including names, titles, phones, and email addresses. Describe your company�s LDUUV(s) and how the LDUUV(s) can meet/not meet each the following requirements: Do not require crewed submarines to serve as host platforms for the conduct of uncrewed operations; Are commercially available; Are at a high technology readiness level; Possess multi-day endurance; Are capable of operating at full ocean depth; and Are capable of rapidly integrating different payloads for the performance of multiple missions in support of Navy and Marine Corps concepts of operations. Describe the launch and recovery requirements for your LDUUV(s). Provide the estimated cost per vehicle and any cost efficiencies that can be gained through purchasing multiple vehicles in FY23 dollars. Please provide your basis for cost as follows: per unit cost, recommended sparing, logistics, and sustainment costs for a minimum of 5 years.
