STATEMENT OF WORK FOR REPLACE STEAM AND CONDESATE SYSTEM OVAL 1 PROJECT NO. 542-18-104 COATESVILLE VA MEDICAL CENTER ATTACHMENTS: Bid Form Specifications Drawings Technical Specifications Asbestos Specifications GEMS Program Training for Contractors Construction Safety Standards (Dated July 2022) DESCRIPTION: This project replaces the underground steam supply and condensate return mains and associated system components for all of Oval 1, and some outlying buildings. It provides new manholes. The work includes all associated architectural, civil, structural, and mechanical work. It also includes temporary steam service and/or temporary piping connections and any associated site restoration. The buildings must remain fully operational while the work is being completed. PLACE OF PERFORMANCE: The Coatesville VA Medical Center (CVAMC) - 1400 Blackhorse Hill Road, Coatesville, PA 19320. BACKGROUND: The purpose of this project is to replace the steam and condensate systems throughout Oval 1 due to its poor condition. SCOPE: This project replaces the underground steam distribution system serving Oval 1 from the steam manhole north of the chiller plant to the mechanical service rooms in all of Oval 1, the steam distribution system to Building 138, and the steam distribution system to Buildings 15 and 12. The buildings must remain fully operational while the work is being completed. The Contractor shall furnish all labor, materials, tools, equipment, transportation and supervision as necessary to accomplish the work.  All work shall be performed in accordance with the Specifications and Drawings, and shall follow all applicable Federal, State and Local regulations and standards.  All work shall be completed within 550 days of Notice to Proceed. This project requires the contractor to partially remove and replace the underground medium pressure steam and condensate piping to and from the buildings located in oval 1 (buildings 1, 2, 3, 4, 5, 6, 7, 8, and 9) and some of the outlying facility buildings (buildings 10, 11, 12, 15, 16, 17 and 69). The contractor and it s subcontractors must provide mandatory training and certifications for safety requirements including trench work, confined space and additional certifications as required. This is a technically complex project and the government will review the past performance of both the prime and sub-contractors for projects similar in scope, size, and magnitude. The contractor must supply all labor, materials, tools and supervision to perform the specified work. The steam system is a vital infrastructure. Steam must be maintained at all times during the contract to meet the facility needs, except for short-term shutdowns (usually less than 8-hour duration) scheduled in advance with the VAMC. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for The Replace Steam & Condensate System (Oval 1) project as required by drawings and specifications. Visits to the site by Bidders may be made only by appointment with the Contracting Officers Representative (COR). Offices of Miller-Remick, LLC, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three workdays unless otherwise designated by the COR. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Temporary Utilities: As described in the Specifications, limited use of electricity for 115V tools will be available with no charge to the contractor for performance of the contract. The contractor must provide its own sources for larger loads, such as welding equipment. Domestic water will be available at no charge to the contractor, but the contractor is responsible for all temporary connections. The contractor must provide reduced pressure backflow preventers for all locations of connection to the CVAMC system and must maintain the temporary connections to prevent leakage. Adequate space for staging of materials will be in coordination with the VAMC in accordance with the Specifications. ITEM 1, The Replace Steam and Condensate System (Oval 1) project is for the partial removal and replacement of the underground medium pressure steam and condensate piping to and from the buildings located in Oval 1 (buildings 1, 2, 3, 4, 5, 6, 7, 8, and 9) and some of the outlying facility buildings (building 10, 11, 12, 15, 16, 17, and 69). This project includes but is not limited to the following: Be advised that post design of this project, the VA awarded the Tree Management and Sidewalks System project (VA project 542-14-104) for construction. This project will have an impact on the accuracy of the contract documents. The area known to be most impacted is the underground pipe path between Building No. 7 and Building No. 8 where a rain garden is planned. The contractor shall include in their bid the restoration of the rain garden (coordinate with COR). The facility steam system operates year-round for HVAC (i.e. building heating and AC reheat) and domestic water heating. It is the intent of this project that all work will be accomplished and completed during the warmer months (approximately April 1 through November 1). Shut down of the steam system must be minimized. The contractor shall plan and coordinate all required steam shut-downs with the VA COR. Steam shut-downs are limited to 8-hours maximum. The Contractor shall develop a phasing plan using new steam valves and providing new temporary steam and condensate piping, valves, pipe supports, and if necessary, providing temporary building and domestic water heating to achieve this objective. All temporary piping shall be insulated and jacketed and routed in a manner to avoid blockage of walkways and building access. In the event the temporary piping is routed across a sidewalk or roadway, temporary pedestrian and vehicle ramps shall be added. The contractor s phasing plan is subject to final approval by the VA. Final approved phasing plan shall not be grounds for a change order. Due to the age of the original steam and condensate system, asbestos containing materials (ACM s) are suspected. In order to minimize disturbance, the existing piping, and trenches etc. shall be abandoned in place with the exception of the piping and trench sections interfering with the installation of the new system. The VA has removed a majority of the ACM s over the years, however there are sections and areas of the original system that remain and have not been abated. The known areas of concern are within this project: Existing manhole No. 3 (EMH3), and associated piping to and from Building No. 11. Sections of the original underground steam & condensate piping system and concrete pipe trenches. The new pipe pit within the basement of Building No. 16. Note: The existing grade is capped with a flowable fill or concrete mixture. The unexcavated basement sections located in Building 10. Prior to demolition, the contractor shall have the materials, soils, etc. Tested for the presence of ACM s and if tested positive properly removed. Contractor shall provide unit pricing for the testing and possible removal of ACM s as follows: ACM assessment at the abovementioned locations. Cubic foot of soil (EMH3 and Building No.16). Cubic yard of concrete (existing underground pipe trench and concrete soil capping (Building No.16)). Linear foot of pipe insulation for pipe sizes 3 to 8 (EMH3 & underground piping). Linear foot of underground piping for pipe sizes 3 to 8 . Cubic yard of shotcrete encapsulation for the Building 10 basement to cover the existing grade and cap the soil. The contractor is responsible to locate and identify any public or private underground utility. For public utilities, contractors must contact the Pennsylvania Public Utility Commission 'PA One Call' at 1-800-692-7380. The contractor is responsible to verify the location of all public utilities and all private utilities that may be exposed or could be impacted by the work and are within and adjacent to any excavations or underground work. The contractor shall enlist the assistance of the COR or appointed facility personnel to obtain their opinion as to the locations of underground utilities that may exist within the construction area and that may or may not be presented in the contract documents. Prior to excavation, the contractor shall contact the Chester County Conservation District and submit plans for approval and proper guidelines erosion control during construction and re-seeding the facility. Chester County Conservation District 688 Unionville Rd., Suite 200 Kennett Square, PA 19348 (610) 925-4920 www.chesco.org/conservation Remove existing interior building steam and condensate piping, fittings, valves and appurtenances to points of disconnect that are shown in the contract documents. Contractor is responsible for providing all pipe through exterior/interior wall penetrations necessary for the installation of this project. All pipe through building foundation wall penetrations shall be un-sleeved and made water-tight using Link-Seal modular seals with stainless steel hardware. Provide new direct buried pre-insulated/pre-engineered medium pressure steam and pumped condensate piping starting at existing steam Manhole A and routed to and from each of the facility building shown in the project contract documents. a. Provide underground stress analysis signed and sealed by a PA state licensed professional engineer. Provide shop drawings showing concrete pipe anchors, expansion loops, pipe sections, etc. Provide concrete pipe anchors and expansion loops. 9. Provide eleven (11) new concrete steam manholes (Manholes 1 through 11) and modifications to two (2) existing concrete steam manholes (Manholes EMH5, and EMH A ) shown in the project contract documents. Provide manhole piping stress analyses signed and sealed by a PA state licensed professional engineer. Contractor shall provide each new steam manhole with ventilation, sump and steam motive sump drainer, ladder, watertight manways, pipe penetration modular seals, etc. Unless noted otherwise, new steam manhole shall be provided with an adjacent concrete steam trap access vault to house the steam trap assemblies for ease of access and maintenance. Work in this contract includes modifying two (2) existing steam pipe manholes (EMH5 and EMH A ). No documentation exists for these manholes and observation and access at the time of design was limited due to groundwater. Contractor shall dewater the manholes and document existing conditions prior to demolition. Remove all piping, valves and appurtenances. Provide new piping, valves, supports, modular link seals, gland seal were required and end seals. Seal all unused pipe through wall penetrations left open from modified pipe locations and waterproof the manholes (see structural drawings). Existing Manhole No. 3 (EMH3) and associated piping will be demolished and prepped for abandonment in place. Provide new medium pressure steam and condensate piping, fitting, valves, drains, vents and appurtenances located in each of the abovementioned steam manholes. Provide new pipe entry pits at building 12 and 16. Provide new pipe bridge spanning between buildings 14 and 15. 15. Saw-cut and remove existing concrete walkway(s), curb(s) and asphalt drives as necessary for the installation of the new underground medium pressure steam and condensate piping systems Saw-cut and remove existing concrete walkway(s), curb(s) and asphalt drives as necessary for the installation of the new underground medium pressure steam and condensate piping systems. Provide new sections of concrete walkway(s), curb(s) and asphalt drives to replace those sections. Replacement of existing utilities, structures, storm water basins, shrubs, plantings, etc. damaged by the Work. Landscape and seed areas disturbed during construction. Restore site grades, grass areas, site road and walkway surfaces, and signage to pre-construction conditions. Contractor shall replace all existing utilities, civil or architectural either damaged or altered during demolition and construction. Contractor is responsible for all cleaning, hydrotesting, and coordination of inspections of the new piping systems in accordance with the project documents and all applicable codes. Removal and disposal of all construction debris including concrete, asphalt, etc. that is being replaced by the new medium pressure steam and condensate piping systems or removed to construct the work. Asbestos encapsulation of Building 10 basement with Shotcrete The contractor shall provide all equipment, labor, materials, tools, and supervision required to perform asbestos abatement by encapsulation of the dirt in the sections of crawl space where the steam line runs. This involves removal of all debris from the surface of the crawl space and removal of dirt to the extent required to facilitate the work of the contract. All removals will be considered to have some level of asbestos content. Additionally, all surfaces of existing pipes, insulation and walls/columns will be washed prior to encapsulation. Since the washed surfaces include broken edges of fiberglass insulation on the chilled water pipes, the wet insulation will be removed, and the insulation edges will be squared off and sealed. The encapsulation includes placement of a plastic barrier across the surface of the crawl space dirt, and application of a 6-inch thick shotcrete layer. Vertical plastic barriers will be applied to separate the remediated portions of the crawl spaces from the un-remediated portions. Pervious concrete squares will be installed 40 50 feet apart in the shotcrete to facilitate drainage from any leaking pipes and prevent moisture build-up associated with mold and legionella. The scope of this requested change is to lay out a membrane and blow shotcrete over the dirt floor of the basement spaces. The covered area must extend the entire width of each portion of basement, from wall to wall. The scope also includes all necessary containment and PPE and safety requirements associated with the work. The scope also includes any soil excavation needed prior to shotcrete application. All containment, abatement and encapsulation work must be performed by a qualified and certified abatement company, and must include proper disposal of all asbestos-containing and contaminated materials. Excavation must be accomplished at both drip legs to accommodate proper installation of the new drip legs as detailed as well as all necessary maintenance access. The excavation depths must account for the necessary thickness of water-permeable shotcrete or pervious concrete cover. The area of the excavation must be a minimum of 6 square feet to prevent pooling of water below the drip legs. Any leaks in the crawl space must be able to drain through the shotcrete/concrete cover. The approximate areas of basement space needing shotcrete covering as described above are as follows: Building 10: 4400 sf (broken up in two side by 2600 sf and 1800 sf) Building 10 basement BID ITEM II: Delete the new steam and condensate piping from Building No. 14 to Building Nos. 15 and 12. This include the pipe bridge spanning buildings Nos. 14 and 15 and the pipe pit shown at Building No. 12. BID ITEM III: Delete the new steam manhole Nos. 10 and 11. This includes the steam and condensate piping within and outside the steam manholes. PERFORMANCE REQUIREMENTS: The contractor must comply with all performance requirements listed herein, and all work must be performed in accordance with the attached Drawings, the Construction Specifications, and the Safety and Health During Construction. Contractor is required to follow all Coatesville VAMC and OSHA safety regulations. Contractor is required to provide a crane lift plan to the COR prior to the start of work. Contractor must secure payment/performance bond. Contractor will ensure that all employees pass through the COVID 19 screening directly upon entering the CVAMC campus and follow and COVID-19 procedures that may in place at the time the work is performed. Contractor must provide a full breakdown of costs in the proposal to include labor codes for prime contractor employees and subcontractors. Contractor to coordinate with the COR any equipment shutdowns that would be required to prevent fumes from entering the building. Contractor to coordinate with COR any parking or road shutdowns needed to perform the work. Parking or road shutdowns require three weeks notice to the facility. Contractor must only park one company marked vehicle at the project site. All other vehicles (company and employee POV s) must be parked in designated parking lots on the north side of Black Horse Hill Road. Contractor must not perform any additional work outside the scope of this contract without prior authorization from the contracting officer. Only the contracting officer has authority to modify this contract. Construction Barrier: The contractor must provide a safety barrier around the construction site / work area, comprised of fencing, plastic barrier, caution tape and signage. Materials: All materials or items to be supplied by the contractor that are not listed in an attachment must first be submitted to the Contracting Officer Representative (COR) and the Contracting Officer (CO) for approval prior to installation. Testing and Acceptance: At the completion of all performance requirements, the contractor must demonstrate for the COR that all newly installed items under this contract are in compliance and functioning properly prior to the Government s final acceptance. SPECIAL CONTRACTOR PROVISIONS: Contractor Responsibilities: The contractor is responsible for verifying all site conditions prior to performing any work under this contract. The contractor is responsible for protecting building interior, adjacent structures, equipment, vehicles, pedestrians, and vegetation while performing under this contract. The contractor must be responsible for the actions of all individuals provided to work under this contract. If in the event damages arise from work provided by contractor personnel, the contractor must be responsible for all resources necessary to remedy the incident (including damages to landscaping) at no additional cost to the Government. The contractor must adhere to all Occupational Safety and Health Administration (OSHA) regulations, as well as the safety regulations of the CVAMC while performing under this contract; see Specifications & Safety and Health During Construction. The contractor must be responsible for ensuring that all individuals provided to work under this contract are properly licensed to operate a motor vehicle, if operating a motor vehicle on VA property is required. Contractor Supervision and Management: Site Superintendent The Project Site Superintendent for this project shall meet the qualifications specified in Specification Section 01 45 00. The Project Superintendent shall be on site during working hours. Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction. Provide resumes for the proposed on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site Project Superintendent at any time in order to verify the submitted qualifications. The Superintendent can be the Quality Control Manager Site Safety and Health Officer (SSHO) The Contractor shall provide a competent Site Safety and Health Officer (SSHO) in accordance with the requirements specified in Specification Section 01 35 26. The SSHO cannot perform the duties of the Site Superintendent. The SSHO cannot perform the duties of the QC Manager. The Contractor shall be responsible for maintaining a work site compliant with all OSHA regulations associated with the completion of the work. Quality Control Manager (CQM) The Contractor shall implement a Quality Control Program in accordance with the requirements specified in Specification Section 01 45 00. Provide a Site QC Manager in accordance with Section 01 45 00 to manage to implement and manage the QC Program. The QC Manager cannot perform the duties of the SSHO. The QC Manager may perform the duties of the Site Superintendent Security Requirements: Prior to the commencement of any work under this contract, upon arrival to the CVAMC, contractor personnel must first check-in with the VA Police (Building 1) to obtain a VA visitor badge. The contractor employee must be responsible for safeguarding the badge and immediately report if the badge has been lost, stolen, or destroyed to the VA Police. Contractor personnel must properly display their employee identification badge and VA visitor badge at all times while on VA property so that their name, photo, and the company they work for can easily be seen. Required Contractor Notifications: Contractor personnel must inform the COR of the need to gain access to secured areas. If access is required to secured areas, prearranged scheduling will be coordinated between the contractor and the COR. The contractor must coordinate all equipment shutdowns with the COR. If work is required beyond the terms of this contract, the contractor must provide the Contracting Officer (CO) and the COR with a written cost estimate for any additional work or materials at no cost to the Government. The contractor must not perform any work or make any purchases beyond the terms of this contract without approval from the CO. Warranty: All services provided by the contractor, as well as parts replaced must come with a one (1) year warranty (minimum). All labor, tools, supplies, transportation, and equipment associated with the replacement of warranty items must be provided by the contractor at no additional cost to the Government. Interference in Performance Requirements: The following provisions must be adhered to by contractor personnel throughout the duration of this contract: The contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility; e.g. utility services, emergency responses, the passage of facility patients/personnel, etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the Government. Contractor Required Reporting: Prior to the completion of all weekly work activities, the contractor must exclusively supply the COR, with his/her company s work-documentation (daily logs). The contractor must supply the COR with any product literature and maintenance requirements for all items installed under this contract. Cleanup and Disposal: Housekeeping: The contractor must maintain a clean work environment, ensuring the area is free from debris after the completion of any and all services provided under this contract. If the COR finds the area where services were provided to be unacceptable, the contractor at his/her own cost must re-clean the area until acceptance is gained. Disposal of Trash and Hazardous Waste: a. The contractor must be responsible for the removal of all trash and debris from VA property after the completion of any and all services provided under this contract. The contractor must comply with the Occupational Safety and Health Administration (OSHA), the United States Environmental Protection Agency (EPA), the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of waste. PERFORMANCE SCHEDULE: Performance Start: The contractor must begin performance within 10 days of receipt of the Notice to Proceed. Period of Performance: The contractor must complete all performance requirements within 550 days of the Notice to Proceed. Working Hours: All work under this contract will be performed Monday through Friday (except Federal Holidays), 7:00 AM (EST) 5:30 PM (EST). Contractor may be required to work weekends due to weather or service interruptions.
