Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Johnny Kirkland, Shoreham, NY for the purpose of executing improvements to the X-Ray Data Acquisition and Control (XDAC) software associated with operations of the National Synchrotron Light Source (NSLS) II beamlines at Brookhaven National Laboratory (BNL).� This is a sole source inasmuch as Johnny Kirkland is the exclusive author and developer of the XDAC software.� The related interface and all software code are proprietary to the author.� A firm fixed-price purchase order will be negotiated and issued on or about 15 Sep 2023 for a 12-mo. period.� No solicitation package will be issued.� This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement.� Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov.� The government will consider responses received by 5:00PM, EST, 13 Jul 2023.� Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.� No telephone requests will be honored.
