THIS IS NOT A REQUEST FOR QUOTE - This is a notice of the Government�s intent to award a sole source purchase order under the statutory authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2- �Synopses of Proposed Contract Actions,� requiring the dissemination of information on proposed contract actions. The U. S. Court of Appeals for the Armed Forces (USCAAF) requires the ability to provide funding for the federally-permitted transit benefit under 5 U.S.C. �7905, pursuant to Executive Order 13150. This requirement is to continue participation in the federal transit subsidy program by providing Metro �Smart Benefits� and paper fare cards to the employees at the U.S. Court of Appeals for the Armed Forces beginning August 1, 2023 to July 31, 2023, for the use of Metrorail, Metrobus, DC Circulator, Metro-registered van pools, DASH, Ride On, Fairfax Connector, CUE, Loudoun County Transit. The Mass Transportation Benefit Program (MTBP) will be used for commuting between home and work as well as work-to-work in the NCR. This notice of intent is NOT a request for proposals or quotations.
