Description
INDIAN CREEK TREE REMOVAL The Bureau of Land Management (BLM), Nevada State Office is requesting 79 acres of mechanical and manual hazard tree removal from within the Indian Creek Recreation Area located in Alpine County, Markleeville, California. In 2021, the Tamarack Fire burned through the Indian Creek Recreation Area causing damage to the Indian Creek Campground and Curtz Lake Trail. Fire damaged trees within the area have resulted in an environment of increased risk to public health and safety. Removal of these fire damaged trees will improve safe usage of the recreational area and associated campground, as well as enable future restoration of the area. The treatment area consists of approximately 79 acres separated into four (4) distinct units within the Indian Creek Recreation Area. A combination of mechanized and manual services will be required to achieve the desired objectives within the specific project areas. Mechanized services include falling, skidding, decking, piling, and chipping of material on slopes from 0-35%. Manual services include cutting with power saws, piling, and pile covering of remaining material within and adjacent to the Indian Creek Campground and Curtz Lake Trail. The Contractor shall accomplish all falling, skidding, decking, chipping, piling, and pile covering within the designated project area(s). The Solicitation will include contract documents with details of the project when it is released. The treatment units are located in Alpine County, Markleeville, California. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about July 18, 2023. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3923R0019, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $34.0M (per the SBA�s Table of Small Business Size Standards). A Request for Proposal (RFP) solicitation package will be available electronically on or about July 18, 2023, at the SAM website located at www.sam.gov. Proposals will be due no later than August 2, 2023. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. The primary Point of Contact is Matthew B.
