Description
GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around -8/18/2023. The entire solicitation package, including all attachments, will be available electronically at www.sam.gov Paper copies of this solicitation will not be made available. PROJECT SCOPE: The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to construct a parking area at Soundside Ramp 60 in Buxton, NC Soundside Ramp 60 is an off road vehicle access lane on the west side of NC Highway 12 to the Pamlico Sound. NC Highway 12 is a two lane paved road with a 55 mile per hour speed limit in the vicinity of Soundside Ramp 60. The project site is located immediately south of Soundside Ramp 60, and approximately 1,000 ft north of Buxton, NC. The project site is west of NC Highway 12. A power pole owned by Cape Hatteras Electric Cooperative (CHEC) is located approximately 15 ft south of the entrance of Soundside ramp 60. Another power pole is located approximately 215 ft further south. The highway is approximately 7 ft above sea level in the vicinity of the project site. The ground slopes gradually from the edge of the paved area toward the sound. Wetlands exist on the west side of Highway 12 and range from approximately 28 ft away up to 85 ft from the edge of pavement along Highway 12. The project site is approximately 18 inches lower in elevation and overlaps with the wetland area. The blue line on the figure below delineates the wetla PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price contract to meet this requirement. SET-ASIDE: This acquisition has been set-aside for small business concerns. Offers will be solicited only from small business concerns.
