- This is a combined synopsis/solicitation�for�commercial products�or�commercial services�prepared in accordance with the format in�subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only�solicitation; proposals are being requested and a written�solicitation�will not be issued. (ii)�The�solicitation�number is 127EAT23Q0030 and this is being issued as a Request for Quote (RFQ). (iii) The�solicitation�document and incorporated provisions and clauses are those in effect through Federal�Acquisition�Circular 2023-04. (iv)�This procurement is set aside for Small Businesses; the NAICS code is 334220 and the Small Business Size Standard is 1,250 employees. (v)� See Attached ""127EAT23Q0030 Combined Synopsis Solicitation"" that contains the Schedule of Items. (vi) Description of Requirement (including a list of any attachments) The Southern Geographic Area Coordination Center (South Ops or OSCC) requires a Cel-Fi Quatra 1000 Hybrid Active Distributed Antenna System (DAS) or equivalent product for boosting off-the-air cellular Radio Frequencies (RF) of two cell carriers; Verizon and FirstNet. See Attachment� ""127EAT23Q0030 Combined Synopsis Solicitation"" document for more information. (vii) Date(s) and Place(s) of Delivery and Acceptance Delivery Date: 30 days after award;� Delivery Location:�Southern California Coordination Center,�23300 Castle Street, Riverside, CA� 92618 (viii) 52.212-1 Instructions to Offerors � Commercial Products and Commercial Services (MAR 2023) (Provision) Addenda to provision 52.212-1: 1) Offerors must have an active entity registration in the System for Award Management in order to submit an offer.� https://www.sam.gov/SAM/ 2) Offers submitted in response to this solicitation shall include the: Schedule of Items with Pricing and Delivery Schedule;� Representations and Certifications � Fill in the check boxes for provisions 52.204-24, 52.212-3 located in attachment and include a copy with your offer.� 2) Submit offer by email to catherine.sullivan@usda.gov so that it is delivered into this inbox by the due date and time.� Emails should contain two (2) separate attachments (Schedule of Items with Price, and Representations and Certifications) in Microsoft Word, Microsoft Excel, or Adobe PDF format.� Be aware that large attachments may increase the time required to deliver an email.� It is the offerors responsibility to confirm receipt of the offer from Contract Specialist Catherine A. Sullivan �at catherine.sullivan@usda.gov. �(ix)� 52.212-2 Evaluation � Commercial Products and Commercial Services (NOV 2021) (Provision) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of proposed items to meet the Government Requirement Delivery Schedule Price (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
