- Intent to award ALS GROUP USA, CORP. Professional laboratory services for testing environmental surface water. Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: ALS GROUP USA, CORP 3352 128TH AVE, Holland, Michigan 49424-9263 The North American Industry Classification System (NAICS) code for this requirement is 541380, Testing Laboratories and Services. The object of this sole source award to ALS GROUP USA, CORP is so that the immediate need to evaluate water quality health will be determined by testing for a suite of nutrient constituents, including nitrites, nitrates, ammonias, organic nitrogen, phosphate, and sulfates, as well as biological factors, including dissolved oxygen, temperature, pH, and conductivity. The need is for a contracted water quality lab outfitted to test these suites of parameters will provide concentration results which will be used to determine the key environmental drivers on the production and intensity of harmful algal blooms. Given the large spatial distance between our study water bodies (covering 6 regions) the study warrants a water quality lab with the capacity to serve a multi-state study while maintaining testing standards. The Lab must be equipped for testing environmental surface water. Urgent turnaround times are needed, and the lab must have a Turnaround Time (TAT) (~1 week), with the option to expedite and shorten the TAT given the need for rapid response results. The lab must be a NELAP accredited laboratory, offering a comprehensive range of analytical services, including Organics (VOCs, SVOCs, PCBs, Pesticides, Herbicides), Metals and Classical Wet Chemistry techniques using SW-846 and EPA methodologies on a wide range of sample matrices including groundwater, surface water, wastewater, soil, sludge, and hazardous waste. There also must be a developed a protocol to add preservative upon receipt of our water samples to meet this specific need. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
