Description
The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13 and 19.15) with PG Public Services LLC, 3112 John Marshall Dr., Arlington, VA., 22207-1375, as the only responsible Woman Owned Small Business (WOSB) source that capable of providing the listed analytical services for the National Fire Data Center (NFDC), Emmitsburg, MD.� Specifically, the contractor will be focused on specific analyses of fire related incidents.� The intent of the new upcoming contract/order is to focus on the development of a methodology for forecasting residential fire incidents annually on a national basis, in addition to development of a methodology for estimating residential fires on a monthly basis in the U.S. This company developed the new estimation methodology for both fire and non-fire related incidents under the existing order. Based on this experience and their proposed innovative approach and proprietary analytical techniques, PGPS is the only company which can complete the development of the new fire forecasting methodology and monthly estimation methodology.� No other WOSB source is capable of providing the listed analytical services for the National Fire Data Center. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13) and the Woman-Owned Small Business (WOSB) Procurement Program (IAW FAR 19.15). This requirement is 100% set-aside WOSB concerns. The intended procurement will be classified under North American Industry Classification System (NAICS) 541611 with a Small Business Size Standard of $24.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, WOSB or EDWOSB parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Tom Albrecht at tommy.ablbrecht@fema.dhs.gov. Statements are due by 4:00 PM Eastern, 14 JUL 2023.
