Description
This Synopsis/Request for Information is being posted to satisfy the requirement under the Federal Acquisition Regulation 5.201 and Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to solicit, negotiate and award a sole source contract under the authority of 10 USC 2304(c)(1), FAR 6.302-1 with Frontier Electronics Systems Corporation (FES). This justification is for the award of a contract on a sole source basis utilizing a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) to Frontier Electronics Systems Corporation (FES) located at 4500 West Sixth Avenue, Stillwater, Oklahoma 74074-1522. The award is for hardware sparing support of currently fielded U.S. Navy and Foreign Military Sales (FMS) versions of the AN/SPQ-15(V) Data Distribution System (DDS). This effort is for the hardware support required to sustain the DDS in the event of a casualty event (shipboard or land-based) with the Radar Signal Distribution Switchboard (RSDS), thereby ensuring that the requisite spare(s) exist to allow for continued fleet sustainment, support and operation of the associated combat system. The support is planned for a one year base period plus four (4) option year periods. The acquisition maximum will be based upon the number of casualty events that require the procurement of spare components in order to maintain adequate stock. The maximum value (ceiling) is expected not to exceed $4.2M. The appropriation type associated with this procurement is expected to be O&MN. The exact distribution of each appropriation type and year will be dependent upon sparing requirements. The Government�s minimum needs have been verified by the certifying technical and requirement�s personnel. The contract scope includes production of spares, test, and shipment/delivery. End items are tested, in accordance with Government provided test procedures, labeled, and marked in accordance with Government specifications, and packaged and crated for shipment. Spares procured will be in accordance with (IAW) the approved Technical Data Package (TDP) which is the configuration managed, fully qualified product baseline, and consists of mechanical, electrical, and assembly drawings, and associated lists. FES Part Number: 456500-1 Quantity - 5 The justification for this contract through other than full and open competition is that FES is the only known sources capable of supplying the required Compact Systems. This sources sought notice of intent is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to access information posted by the Navy Sea Systems Command. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources are encouraged to submit a brief capabilities statement, which, if received by 26 July 2023 at 4:00 PM, ET, shall be considered by NSWCDD via e-mail to matthew.h.gutmann.civ@us.navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
