- N0016423SNB96 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Shipboard Mechincal Stabilization Mounts for Electro-Optic and Infrared (EO/IR) Imaging Sensors � FSC/PSC 5855 - NAICS 334511 Issue Date:� 7/05/2023�� Closing Date:� 9/05/2023 The Naval Surface Warfare Center, Crane Division (NSWC Crane) located in Crane, Indiana is conducting market research seeking industry technical capabilities related to mechanical stabilization solutions for EO/IR imaging sensors for use by US Navy EO/IR systems. The government is looking for information on increased mechanical stabilization of large modular Electro-Optic Infrared (EO/IR) Wide Field of View (WFOV) staring sensors installed on shipboard platforms. The stabilization levels that need to be achieved are between 10-25�rad (Micro Radian) of a 700lbs payload, in Sea States 3 shipboard motion. The government is interested in both 2-axis roll & pitch stabilization methods and 3-axis roll, pitch & yaw stabilization methods. For the purposes of this RFI the 700lbs payload will consist of: 3 Thermal imaging cameras of 45� FOV, 105lbs each, staring at the horizon, each camera will be stitched together to achieve a 135� total field of view 1 Thermal imaging camera of 120� FOV staring in the zenith axis. 3 Visible imaging cameras of 45� FOV, 80lbs each, staring at the horizon, each camera will be stitched together to achieve a 135� total field of view 1 Junction box to route fiber and power cables to each of the cameras 1 Inertial Measurement Unit Note: the total weight of the all the cameras is 660lbs, the extra 40lbs is to account for the Junction box, IMU and camera video and power cables. Each item of the payload is modular and be mounted in any arrangement as long as each of the 45� FOV cameras of both thermal and visible types are aligned such that the 45� FOV cameras of each type can be stitched together to achieve the 135� total field of view. Both the Thermal and Visible camera dimensions can be assumed to be 29� deep by 22� wide by 14� height for each camera. The center of gravity can be assumed to be at the center of volume of the camera. The payload will need to be stabilized in Sea State 3 motion with an objective of Sea State 5. The government is also interested in stabilization methods for stabilizing the payload against high frequency vibration listed in MIL-STD-810H table 528.1-I. Methods that mechanically dampen the vibration are also of interest. Small businesses should indicate their small business status (see FAR Part 19) in their capability statement. This RFI is intended for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. This RFI is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and no award will be made as a result of this notice. The Government is not obligated to and will not pay for information received in response to this notice. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
