Description
The U.S. Coast Guard Director of Operational Logistics, Division 94 (DOL-94) Contracting Office intends to award a Firm Fixed-Price Purchase Order under the authority of FAR 13.106-1(b)(1):� Sole Source for purchases not exceeding the simplified acquisition threshold (SAT), only one responsible source and no other source and no other supplies or services will satisfy the agency requirement at the level of quality required, because the supplies or services are unique or highly specialized. � The requirement is for the purchase of labor, materials, and parts to repair, replace, and maintain the existing building ACS, CCTV and its components, in operating condition, 24/7/365, at the U. S. Coast Guard Portsmouth Federal Building. Routine Service - Contractor shall provide normal/routine preventive maintenance and repair to the existing security system and its components, due to normal wear and tear, including labor, repair and/or replacement parts. Upon notification, Contractor shall provide technician(s), within 24 hours, to the site to perform necessary maintenance, or repair. Necessary maintenance and/or repair shall be performed within normal working hours of 7:00 A.M to 3:00 P.M. Monday through Friday, except holidays. If after-hours or weekend service is necessary, Contractor shall obtain approval from the Project Officer prior to performing maintenance and/or repair service. In this case, Contractor can include charges for the technicians� actual hours that are incurred on performing maintenance and/or repair service. Emergency Service � Contractor shall provide emergency/urgent maintenance and/or repair to the existing security system and its components, including labor, repair and/or replacement parts. Upon notification, Contractor shall provide technician(s), within four (4) hours, to the site, to perform necessary maintenance and/or repair. Annual Inspections � Contractor shall perform an annual inspection of the existing security system and its components. During this inspection, Contractor shall test the security system and its components to assure proper operation. Any 2 identified malfunctioning components shall be repaired or replaced. Security Requirements All personnel requiring access to classified spaces, as applicable to the task shall require a current security clearance with a minimum level of secret. Contractor�s request for authorization will be submitted in accordance with DOD 5220.22M (Industrial Security Manual for Safeguarding Classified Information) no later than (1) week before each unit visit. Request will be forwarded to Security Officer, for certification of need to know by the specified COTR/ACOTR/TA. All contractor personnel requiring routine access to a Coast Guard Computer Information System or requiring Public Key Infrastructure (PKI) authentication to perform their required duties under this task shall require a Common Access Card (CAC). Contractor employees working on-site at Government facilities shall wear a valid Contractor�s identification card. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display the Government issued badge in plain view, above the waist, at all times. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. �Sources interested in responding to this notice are required to submit a capability statement that includes technical data, cost information, sufficient detail (with convincing evidence) that clearly demonstrates the capability to meet the requirement. �All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. �A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
