- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B23Q0201 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. The associated NAICS code is 562211 - Hazardous Waste Treatment and Disposal, with a small business size standard of $47.0 Million and the PSC code is F108. This solicitation is a 100% Total Small Business Set-Aside. The United States Department of Agriculture, Agricultural Research Service (USDA-ARS) has need of the following services: 001) Hazardous Waste Removal & Disposal Services Scope of Work: The United States Department of Agriculture, Agricultural Research Services (USDA-ARS) Midwest Area (MWA) Administrative Office's Acquisitions & Personal Property/Fleet Team on behalf of the USDA-ARS National Center for Agricultural Utilization Research (NCAUR) located at 1815 North University Street, Peoria, IL 61604 is requesting quotes for hazardous waste removal and disposal of commercial grade chemicals. Background: The National Center for Agricultural Utilization Research (NCAUR) is a complex facility established to perform a myriad of agricultural research activities. In pursuance of this research, the facility has accumulated bulked waste chemicals, commercial grade chemicals require lab packing, and universal waste materials. The Agricultural Research Service (ARS) recognizes its responsibilities to ensure facilities are following existing regulations imposed upon entities which generate, transport, store, treat, and dispose of hazardous chemical wastes. The Agency has a need for hazardous waste disposal services. The NCAUR is situated at 1815 North University Street, Peoria, Illinois 61604. The facility is located in a residential area and borders a recreational city park. NCAUR supports around 200 employees, most of which are scientists and technicians. The NCAUR is a Small Quantity Generator of chemical waste. Technical Requirements: Contractor will provide qualified personnel and all labor for the segregation, classification, and packaging of hazardous waste (primarily chemical lab packing services) in accordance with all Department of Transportation (DOT), Environmental Protection Agency (EPA) and State regulations. All work will be performed at the NCAUR facility located at 1815 North University Street, Peoria, Illinois 61604 during normal business hours. The Contractor will provide all materials for the proper packaging of chemical waste for shipment, which includes drums, packing media, DOT, EPA labels, manifests and associated regulatory paperwork, and personal protective equipment. The Contractor will provide transportation of all packaged waste by a fully licensed and insured waste transporter from the facility to the end disposal site(s). The Contractor will provide proper treatment and disposal of all wastes at an authorized disposal facility. The NCAUR requires the contractor to facilitate and expedite response in the event of an emergency. The contractor shall demonstrate sufficient experience in the field of hazardous waste management. The contractor shall supply all labor, materials, safety equipment, vehicles, licenses, and special permits required for pickup of hazardous chemical compounds and other non-regulated materials at laboratories and chemical storage areas at the NCAUR. The waste shall be transported, stored, and disposed of by the contractor and/or sub-contractor. The contractor shall comply with all Federal, State, and local regulations governing the handling, packaging, storing, transportation, and disposal of hazardous waste chemicals and other non-regulated materials. The contractor shall furnish containers meeting Department of Transportation shipping specifications with liners compatible with solvents, waste oils, and other liquid chemical compounds. The contractor shall prepare waste materials for shipment and transport (waste) from the NCAUR central accumulation areas to the �designated facility� or Treatment Storage and Disposal Facility. Waste shall be managed (e.g., picked up) under this section between the working hours of 8:00 a.m. through 5:00 p.m., Monday through Friday, excluding Federal holidays. Covered components will include: 1) Transportation containers shall be properly marked and labeled to indicate each container's contents.� Wastes shall be packed within containers to the maximum density that is allowed by Federal, state, or local regulations and consistent with safe practice. 2) Packing materials to comply with all DOT regulations and Treatment Storage and Disposal Facility (TSDF) requirements. 3) Shipping labels required to comply with EPA and DOT regulations 4) Knowledgeable and sufficient labor 5) Transportation 6) TSDF disposal 7)� EPA documentation 8) Leave the work area clean an orderly Service tasks include, but are not limited to: 1) Training Requirements Prior to the performance of work the contractor shall provide the technical representative with appropriate proof of training for all employees designated to work under this contract. 2) NCAUR Waste Storage Area All chemical containers collected are located in the appropriate NCAUR marshalling facility (wastes, container size and quantity listed below). The Contractor shall segregate this chemical waste within the chemical handling area of the facility. This facility is considered a Small Quantity Generator. Please Note: The Government will not be liable to the Contractor for the cleanup of spills, accidental releases to the environment occasioned through the fault of the Contractor or their sub-contractors. 3) Waste Pickup Procedures The Contractor shall pickup waste from the NCAUR marshalling areas.� The Contractor's personnel shall wear appropriate protective clothing and equipment.� 4) Shipping and Recordkeeping of Packed Materials The Contractor shall sort chemical materials and waste by its identified hazardous properties, pack the chemicals, label by hazard category, and transport the waste materials to a treatment, storage and disposal facility approved by the receiving State and EPA, in DOT?approved shipping vehicles in accordance with applicable Federal and State regulations for such shipments. Each container for shipment shall be labeled clearly and properly marked as �hazardous waste�. The container contents sheet shall reflect the appropriate pickup number of the applicable materials. 5) Manifest Preparation and Shipping Data The Contractor shall provide all data required for completion of annual hazardous waste generator reports as required by the U.S. EPA Region 5. The contractor should refer to biennial reporting requirements identified under the Resource Conservation and Recovery Act for further clarification. Uniform Hazardous Waste Manifests shall be properly completed by the Contractor for each waste shipment and shall list each transportation container including any non-hazardous waste or hazardous substances shipped. The contractor should refer to the Uniform Hazardous Waste Manifesting guidelines provided under the Resource Conservation and Recovery Act for proper manifest for further clarification. All manifest information shall be neatly printed or typed and contain information required by applicable Federal, State, and local hazardous chemical waste regulations. All waste manifests (i.e., hazardous, and non-hazardous) shall be submitted to the technical representative or designated representative for review and signatures during routine operating hours and prior to the shipment of waste off?site. The manifest shall be signed by the Contractor's transporter in the presence of the technical representative or designated representative. The technical representative or designated representative shall sign the manifest as the generator.� The technical representative shall receive all final manifest directly from the approved Facility. The Contractor is responsible for any errors associated with packaging, marking, labeling, segregation, and the actual shipment of all waste off-site. The Contractor shall remain fully responsible for the correction of errors in packing, labeling, or shipping. Additionally, the costs associated with identified errors are the sole responsibility of the Contractor.� 6) Hazardous Chemical Wastes All collected chemicals that are regulated as Resource Conservation and Recovery Act (RCRA) hazardous waste, DOT hazardous materials or controlled hazardous substances in Illinois, that are to be shipped off?site for storage, treatment, recycling, or disposal shall be placed into transportation containers according to their hazard class.� All collected chemicals shall be placed into transportation containers according to their hazard class.� Compatible wastes received in small containers (i.e., bottles and cans) can be emptied and/or consolidated into larger containers if practical and allowed by EPA, DOT and TSDF regulations. Please reference the list of waste for disposal: NCAUR - Peoria IL Hazardous Waste list (4/18/2023). Transportation containers shall be properly marked as appropriate. Wastes shall be packed within containers to the maximum density that is allowed by Federal, state, or local regulations and consistent with safe practice. Government Furnished: Government will be present during and throughout the process of conducting the work necessary to complete packing for shipment. The Government will provide the Contractor the following utilities, property, and services for exclusive use in performing the requirements of this contract. The NCAUR central accumulation facility is a block, weatherproof, non-combustible storage room specially constructed for chemicals and hazardous wastes. Features include ventilation (chemical fume hood as well as telescopic fume trunks), safety shower and eyewash, fire suppression systems, explosion proof storage room with adjacent work room, and heating systems. The NCAUR facility currently does not have a loading dock and lift gate for use. Contractor will need to provide trucks equipped with their own lifts. Travel: To 1815 North University Street, Peoria, IL 61604. Section 889 of The National Defense Authorization Act Certification: Offeror will represent that: It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that It does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or service. Key Deliverables: Removal, transportation and ultimately proper disposal of bulked hazardous waste. Packing, labeling, transportation and ultimately proper disposal of lab packed hazardous waste. Packing, labeling, transportation and ultimately proper disposal of universal waste. See the (1) NCAUR - Peoria IL Hazardous Waste List, (2) Chlorinated Drum Manifest, (3) Non-Chlorinated Drum Manifest, and (4) Solids Drum Manifest in attachments for details. Delivery: Removal of all materials by or before September 1, 2023. � Evaluation Factors: Pursuant to FAR 52.212-2, the criteria for evaluation and basis for award will be Lowest Price, Technically Acceptable (LPTA). Technical acceptable is define as meeting ALL of the technical requirements identified on the Statement of Work and reiterated in the solicitation description. The Government intends to make one Firm-Fixed Price award based on the lowest price technically acceptable (LPTA) quote received. ""LPTA"" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. The lowest priced quote will be evaluated first; if NOT found technically acceptable, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is identified. The Government will NOT review higher priced quotes if the lowest (or a lower) priced quote is determined to be technically acceptable. Submitting a Quote: Failure to demonstrate compliance with ALL instructions presented herein will constitute sufficient cause to reject a quote without further discussions. All responsible sources may submit a quote which will be put into considered for award. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. The applicable FAR clauses and provisions for this acquisition are included in the attachments to this solicitation. The Government anticipates making one Firm-Fixed Price award. Vendors responding to this announcement shall submit their quote�along with all other requested and required documentation (such as completed FAR provisions) to be included as part of ALL offeror�s responses. The quote should include any and all fees, charges, and/or surcharges. This will be a tax-exempt purchase. The solicitation attachments include FAR clauses, a Statement of Work, Wage Rate Determination, and FAR provisions. Be sure to read and review ALL of the attachments and to complete any and ALL additional documentation required as part of your quote submission. Of critical importance is to review the SOW as it contains the requirements for this acquisition. In addition, all submissions should include the FAR clauses and provisions completed in their entirety. The FAR clauses and provisions constitute the terms and conditions for submitting a quote in response to this solicitation as well as the terms and conditions of the anticipated award. The FAR provisions apply to the solicitation and submission of quotes. The FAR clauses apply to the solicitation and submission of quotes as well as to the resulting award. The FAR clauses will be included as part of the resulting award. Please review ALL of the FAR clauses and provisions and be certain to complete all of the FAR clauses and provisions that require the offerors impute (i.e. all boxes are checked, blanks are filled in, and tables are completed). Please provide a completed copy of the FAR provisions FAR 52.204-24 (Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment) and FAR 52.212-3 (Offeror Representations and Certifications - Commercial Products and Commercial Services) with your quote. Please ensure your quote will be current and that the price quoted will NOT expire for a minimum of 30 days. To be eligible to be put into consideration for award, ALL vendors who respond to this solicitation must be registered in the System for Award Management (SAM) with a current and active registration at the time their quote is submitted. A vendor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register. Vendors must also include their UEI# on their quote. Vendors should also include their SAM status as well as the business size and socio-economic status(es) for the applicable NAICS code. Also, be certain all quotes included your full legal name, physical address, individual unit prices for all items quoted, the total quoted price, an estimated time to delivery or completion, the quote submission date, the quote expiration date, and all other relevant information. The submission and payment of invoices on the resulting award will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting award.
