INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. This will be a 100% Total Small Business set-aside procurement. All qualified businesses may submit proposals. NAICS code is: 523910. MITIGATION BANK CREDITS, East Bank Breaches, Plaquemines Parish Non-Federal Levees Flood Protection Project Mitigation (NFL-EVM-01), U.S. Army Corps of Engineers, New Orleans District The U.S. Army Corps of Engineers (USACE), New Orleans District (CEMVN) seeks to purchase 12.1 average annual habitat units of Fresh/Intermediate (F/I) Marsh mitigation bank credits within the Deltaic Plain to compensate for the unavoidable loss of marsh habitat associated with Task Force (TF) Unwatering and associated repairs to the East Bank Non-Federal Levee (NFL) Breaches near Braithwaite and Scarsdale, in Plaquemines Parish, Louisiana. These marsh impacts occurred in the CZ, in the Lake Pontchartrain Basin, in the Deltaic Plain. �As such, any F/I Marsh credits also need to be LDNR approved to satisfy the mitigation need. The bank(s) from which credits will be purchased will be selected through a competitive solicitation/award process. Any mitigation bank meeting the eligibility requirements and having appropriate habitat type credits may submit a proposal to sell credits. The CEMVN may enter into one or more contracts to purchase the amount of credits required at the time of purchase; however, the CEMVN may purchase a lesser quantity of credits than it requires. Additionally, the amount of credits purchased under this acquisition is also subject to the CEMVN�s ability to effectively deliver other CEMVN missions. �A separate contract shall be executed for each bank from which credits will be purchased. Award will be made based on the lowest price technically acceptable source selection process. A mitigation bank must meet all of the following qualifications to be eligible to sell credits to satisfy the mitigation requirements. For the proposal to be considered responsive and for the offeror to be considered responsible the mitigation bank shall: be approved by the CEMVN and be in full compliance with its Mitigation Banking Instrument, its other legal instruments (such as its conservation servitude and its financial assurances), and the standards set forth in 33 CFR Part 332; and be physically located within the Deltaic Plain, which is coextensive with Hydrologic Unit Codes (HUC) 08070202, 08070203, 08070204, 8070205, 08080101, 08080102, 08080103, 08090100, 08090201, 08090202, 08090203, 08090301, and 08090302; and provide the habitat type that matches the habitat type being mitigated; and have mitigation credits assessed using Version 1.2 of the F/I Marsh Wetland Value Assessment (WVA) Community Model available to compensate for the impacts to the specific habitat to be mitigated; and have a duly recorded perpetual conservation servitude/easement. Models used for Civil Works projects must be certified by the USACE, Headquarters Model Certification Panel and must comply with the certification criteria presented in EC 1105-2-412. Version 1.2 of the WVA F/I Marsh Community Model has been certified and was used to assess the impacts requiring mitigation.� Accordingly, this same model will be used to assess compensatory mitigation credit values. To facilitate the solicitation process, the CEMVN, in conjunction with the U.S. Fish and Wildlife Service, ran Version 1.2 of the WVA on the approved banks in the Deltaic Plain with available LDNR approved F/I Marsh credits based on information provided to the CEMVN by the bank sponsors during the bank approval process and ongoing compliance reviews. The Wetland Value Assessment Model results will be included in the solicitation package. A Request for Proposal (RFP) will be issued on or about July 20, 2023, with a proposal due date established. Actual issue date will be shown when the solicitation is issued. The solicitation documents for this procurement will be posted in the Department of Defense (DoD) �System for Award Management� (SAM) database website and can be accessed from following link, https://www.sam.gov. Prospective Offerors will need the Adobe Acrobat Reader for .pdf files (www.adobe.com) to open most files posted by the CEMVN. Prospective Offerors are encouraged to register as an Interested Vendor in SAM.gov for marketing purposes.
